میزان انطباق الگوی توسعۀ روستایی استان لرستان با خصیصه‌های رویکرد سرزمینی

مناطق روستایی لرستان رویکردهای برنامه ریزی متفاوتی را تجربه کرده اند. هدف اکثر این برنامه ها، رفع چالش‌های توسعه ای و پویایی فعالیت های اقتصادی بوده است لیکن در عمل موفقیت چندانی نداشته اند. حال آن که توسعۀ سرزمینی در نوع خود استراتژی جدیدی به توسعۀ روستایی است زیرا نگاه آن تحول تولیدی و تغییر نهادی- سازمانی است؛ براین اساس هدف از پژوهش حاضر ارزیابی سطح انطباق الگوی توسعۀ روستایی لرستان با ویژگی های مورد نظر این رویکرد بوده است تا میزان پوشش نظام برنامه ریزی منطقه از این رویکرد مشخص شود. روش تحقیق، توصیفی-تحلیلی و به لحاظ هدف کاربردی و بعضاً توسعه‌ای است. ابزار گردآوری آن نیز اطلاعات اسنادی، کتابخانه ای، مشاهدات میدانی و پرسش نامه بوده است. جهت تجزیه وتحلیل داده ها از نرم افزارهای تحلیل آماری (پارامتریک) استفاده شده است. یافته ها نشان از آن است که خصوصیات ساختاری توسعۀ روستایی این استان به میزان خیلی کمی مطابق با ویژگی های رویکرد توسعۀ سرزمینی روستایی است؛ بنابراین نوع حاکمیت توسعه در قالب ابعاد ترویج کشاورزی، توسعۀ یکپارچه، بالا به پائین و پائین به بالا بوده است. در مقابل کمترین توجه این نظام به ابعاد توانمندسازی، بازیگرمحوری، هوشمندسازی و توسعۀ شبکه ای بوده است؛ لذا پیشنهاد می شود که در برنامه‌ریزی های آتی توسعۀ روستایی این استان، در درجۀ اول چهارچوب توسعه در قالب قلمروها طرح ریزی شود، سپس تاکید و توجه صرف به رفع کمبودهای داخلی، توسعۀ خدمات و تامین نهاده های تولید، تاکید بر برنامه ها و طرح های افزایش تولید و از این دست مسائل کاهش یابد

the degree of conformity of the rural development model of lorestan province with the characteristics of the territorial approach

territorial development in itself is a new strategy to rural development. because its view is production transformation and institutional-organizational change. therefore, the aim of the current research was to evaluate the level of compliance of the rural development model of lorestan with the desired features of this approach, in order to determine the extent of coverage of the regional planning system from this approach. descriptive analytical research method and in terms of the applied goal, and the tool for collecting that information, documents, library, field observations and there was a questionnaire. statistical (parametric) analysis software was used to analyze the data. the findings show that the structural characteristics of the rural development of this province are very little in accordance with the characteristics of the rural territorial development approach. therefore, the type of development governance has been in the form of agricultural promotion, integrated development, top-down and bottom-up. on the other hand, this system has paid the least attention to the dimensions of empowerment, actor-oriented, intelligentization and network development. therefore, it is suggested that in the future planning of the rural development of this province, the development framework should be planned in the form of territories. then emphasis and attention should be paid only to the elimination of domestic shortages, development of services and provision of production facilities, emphasis on programs and plans to increase production and such issues should be reduced.
