چرایی تحقق‌پذیری ضعیف مدیریت مشارکتی آبیاری در ایران پژوهشی برمبنای تحلیل محتوی

مدیریت مشارکتی آبیاری به عنوان رویکردی برای افزایش بهره وری آب کشاورزی و کاهش هزینه های مدیریت دولتی، از دهه 1370 شمسی در ایران همپا با روندهای جهانی مورد توجه قرار گرفته و اجرای آن با فرازونشیب هایی همراه بوده است. در این پژوهش تحلیلیکاربردی با رویکرد پس رویدادی تحقق پذیری ضعیف مدیریت مشارکتی آبیاری در ایران از طریق تحلیل محتوی پژوهش های انجام گرفته در داخل کشور و اسناد بالادستی مرتبط مورد بررسی قرار گرفته است. برای انجام این پژوهش، منابع موجود در زمینه مدیریت آبیاری مشارکتی از پایگاه های معتبر تا حد ممکن شناسایی و تعداد 38 منبع مورد بررسی قرار گرفت و از نرم افزار atlas.ti7 برای تجزیه و تحلیل اطلاعات استفاده شد. تجزیه و تحلیل یافته هاحاکی از وجود 12 حیطه از موانع و مشکلات بر سر راه اجرای مدیریت مشارکتی آبیاری در سطح ایران می باشد که سیاست های کشاورزی نامناسب و مشارکت زدا، غفلت از تدابیر بسترسازی و برنامه ریزی، تسلط فرهنگ های تنگ نظرانه و برقراری جو بی‌اعتمادی، فقدان حمایت های مالیاعتباری، ساختار دولتی متمرکز و مقاومت گرا، ضعف اطلاع رسانی و کمبود اطلاعات، قوانین و مقررات بازدارنده، عدم شفافیت و ابهام در ماهیت و نحوه اجرای مدیریت مشارکتی آبیاری، وجود ناهماهنگی بین بهره برداران و دستگاه های اجرایی، محدودیت های سخت افزاری و اقلیمی، ناسازگاری و انعطاف ناپذیری رویه های مدیریتی اعمال شده و کارکنان غیرماهر و ناکارآمد دست اندرکار را شامل می شود. در پایان ، راهکارهایی برای گذار از وضعیت فعلی و تسهیل اجرای مدیریت مشارکتی آبیاری ارائه شده است.

Questions about the weak realization of participatory irrigation management in Iran, a research based on content analysis

Participatory irrigation management as an approach to increase agricultural water productivity and reduce the cost of public management has been considered in Iran since the 1970s, along with global trends, and its implementation has been accompanied by many obstacles and problems. In this analyticalapplied research with postevent approach, the weak of implementation of participatory irrigation management in Iran has been examined through the analysis of the content of research carried out in the country and relevant documents. To conduct this research, existing resources in the field of participatory irrigation management were identified from valid databases as far as possible and 38 sources were investigated and Atlas.ti7 software was used for data analysis. The analysis of 38 surveyed sources indicates that there are 12 domains of obstacles and problems in participatory irrigation management in Iran, which includes inadequate and antiparticipation agricultural policies, neglecting of measures to provide conditions and planning, dominating narrowminded cultures and establishing a climate of unreliability, lack of financialcredit support, a centralized and inflexible state structure, weakness in providing information and lack of information, preventive laws and regulations, lack of clarity and ambiguity in the nature and implementation of participatory irrigation management, inconsistency between users and responsible organizations, hard and soft ware and climate restrictions, incompatibility and inflexibility of applied management practices, unskilled and inefficient staff. In the end, some ways to move from the current situation and facilitate the implementation of participatory irrigation management have been suggested.
