فساد‌زدایی نهادهای نظارتی و ارزیابی تاثیرگذاری عملکرد آنها در افزایش اعتماد مردم به دولت در پرتو قوانین و اسناد بالادستی

اساسی‌ترین مسائل در فرایندهای مدیریتی کشور مسئله نظارت و کنترل است که در ایجاد یک خدمت یا محصول، نقش بسزایی ایفا می‌کند و بدون وجود آن، فرایند مدیریت دچار ضعف و اختلال می‌شود. لذا ضعف مدیریتی ناشی از عدم نظارت بر اعمال و رفتار سازمان، با توجه به محدوده نظارتی می‌تواند آسیب‌های جدی را به حوزه تحت مدیریت دستگاه از جمله دستگاه‌های اجرایی کشور وارد نماید. در کشور ما به منظور مبارزه با فساد و برقراری نظم و شفاف‌سازی عملکرد دستگاه‌های دولتی و کارکنان آنها، نهادهای نظارتی زیرمجموعه قوای سه‌گانه و حتی خارج از آن تاسیس شده‌اند که هرکدام در محدوده وظایف قانونی خود فعالیت می‌کنند. هدف از انجام این تحقیق، یافتن راه‌حلی مناسب در امر مبارزه با فساد و شفاف‌سازی عملکرد کارکنان و دستگاه‌های اجرایی و نیز ارتقای اعتماد مردم نسبت به دولت است، در این راستا عملکرد دستگاه‌های نظارتی به‌منظور یافتن نهاد تاثیرگذار در جلب اعتماد مردم نسبت به دولت مورد ارزیابی قرار گرفته است. با بررسی وظایف قانونی محوله به نهادهای مذکور، سازمان بازرسی کل کشور به‌عنوان نهاد تاثیرگذار در امر شفاف‌سازی و جلب اعتماد مردم از دولت تشخیص داده شد. در راستای تحقق اهداف تحقیق، علاوه بر تمرکز بر توسعه عملکرد این سازمان و استفاده حداکثری از ظرفیت موجود آن، نیاز به استفاده از ظرفیت قانونی یعنی «نهادهای مردمی» با اجرای ماده 55 آیین‌نامه اجرایی قانون تشکیل سازمان بازرسی است. تحقیق حاضر به روش توصیفی ارائه و اطلاعات آن به روش کتابخانه‌ای و رجوع به اسناد و قوانین جمع‌آوری شده است.

the most basic issues in the management processes of the country is the issue of supervision and control, which plays a significant role in the creation of a service or product, and without it, the management process suffers from weakness and disruption. therefore, management weakness caused by the lack of supervision of the actions and behavior of the organization, according to the scope of supervision, can cause serious damage to the area under the management of the organization, including the executive bodies of the country. in our country, in order to fight corruption and establish order and clarify the performance of government institutions and their employees, supervisory institutions are subordinate to the three powers and even outside of that establishment, each of which operates within the scope of their legal duties. the purpose of this research is to find a suitable solution in the fight against corruption and to clarify the performance of employees and executive bodies, as well as to improve people’s trust in the government. , has been evaluated. by examining the legal duties assigned to the mentioned institutions, the general inspection organization of the country was recognized as an effective institution in the matter of transparency and gaining people’s trust in the government. in order to achieve the objectives of the research, in addition to focusing on developing the performance of this organization and making maximum use of its existing capacity, there is a need to use the legal capacity of &people’s institutions& by implementing article 55 of the executive regulations of the law on the establishment of inspection organizations. the present research is presented in a descriptive way and its information is collected by library method and reference to documents and laws.
