بررسی راهکارهای مبارزه با فساد در مناقصات دولتی

فساد مالی از مسائلی است که امروزه کشورهای مختلف جهان دست‌به‌گریبان آن هستند و این مسئله اقتصاد کشورها را تحت تاثیر خود قرار داده است. در این حوزه قراردادهای دولتی که حجم عظیمی از عملیات مالی دولت را تشکیل می‌دهند و عمدتاً از طریق تشریفات مناقصه منعقد می‌شوند، یکی از نقاط آسیب‌پذیر و جرم‌خیز در نظام اداری کشورها هستند که زمینه را برای بروز فساد مالی ایجاد کرده‌اند. به همین خاطر همه کشورها ازجمله کشور ایران، به‌دنبال راهکارهایی هستند که بتوانند از بروز فساد در این‌گونه قراردادها جلوگیری و درصورت بروز با آن مبارزه کنند.در این راستا در این تحقیق تلاش شده است به بررسی راه‌های مبارزه با فساد مالی در مناقصات دولتی پرداخته شود و به این سوالات پاسخ داده شود که چه راهکارهایی برای مبارزه با فساد مالی در این‌گونه مناقصات وجود دارد؟ و آیا این راهکارها توانسته است جلوی فساد مالی در قراردادهای عمومی را بگیرند یا نه؟ و به این نتیجه رسیدیم که اگر در کشور ما شفاف‌سازی در قراردادهای دولتی افزایش یابد و با تقویت دستگاه‌های نظارتی، این دستگاه‌ها بتوانند به‌صورت هماهنگ با یکدیگر وظایف خود را به‌درستی انجام دهند و از طریق الکترونیکی کردن فرایند مناقصات و استفاده هرچه بیشتر از ظرفیت پایگاه اطلاع‌رسانی مناقصات می‌توان تا حد زیادی جلوی فساد در قراردادهای دولتی را گرفت.

Investigating AntiCorruption Strategies in Government Biddings

Financial corruption is amongst those phenomena with which different countries in the world are faced and by which different economies are touched. This phenomenon has also been considered as crimestricken and damaging point in bureaucracies of the countries that lay the grounds to financial corruption in public contracts which cover a significant volume of governments’ financial operations. Therefore, all countries, including the Islamic Republic of Iran, are seeking solutions preventing emergence of corruption in such contracts and fighting against it. To this aim, some countries enjoyed some developments which resulted in their exit from financial corruption, some other countries, however, still lag behind this phenomenon. Taking into account the fact that Iran is a developing country, many public contracts and agreements are needed for development and implementation of them has been regarded as a corruptionprone area.The current research is an attempt to shed light on bureaucratic solutions to prevent financial corruption in public contracts and find an answer to question of “what solutions hamper corruption in public contract and if these solutions are proved effective to this aim?”The research has concluded that transparency and reinforced monitoring helps supervisory regime to perform their duty unified and proper. Electronic tender offers and informing bases can also prevent corruption in public contracts to a great extent.
