نقش دولت و شرکت‌های بزرگ محلی در توزیع درآمد: مطالعه موردی مناطق شهری استان خوزستان

یکی از چالش‌های مهم در توسعه منطقه‌ای بررسی نقش دولت‌های محلی و ارتباط آن با شرکت‌های بزرگ محلی بر توزیع درآمد است؛ به‌خصوص زمانی که شرکت‌های بزرگ اهداف ملی داشته باشند و عمده توان تولیدی آن‌ها سرمایه‌بر و دانش‌بر باشد ولی منطقه تحت پوشش شرکت کاربر باشد. هدف اصلی در این تحقیق بررسی نقش دولت و شرکت‌های بزرگ محلی بر توزیع درآمد است. برای این منظور، استان خوزستان به دلیل ویژگی‌های منحصربه‌فرد از این منظر انتخاب شد و برای دوره 1385 تا 1399 به‌صورت فصلی و با استفاده از روش gmm به بررسی اهداف تحقیق پرداخته شد. نتایج تحقیق نشان می‌دهد که اثر هزینه‌های جاری و عمرانی دولت در استان بر ضریب جینی شهری منفی و معنادار و اثر متغیر ارزش‌افزوده شرکت‌های بزرگ صنعتی استان بر ضریب جینی شهری مثبت و معنادار است. با توجه به نتایج تحقیق، پیشنهاد می‌شود با یک هماهنگی و برنامه‌ریزی دقیق بین شرکت‌های بزرگ و مدیران استانی، در راستای کاهش نارضایتی و نابرابری درآمدی استان با سیاست‌هایی همچون افزایش اشتغال بومی و آموزش نیروهای بومی استان گام بردارند.

the role of the government and large local companies in income distribution: a case study of urban areas of khuzestan province

one of the significant challenges in regional development is examining the role of local governments and their relationship with large local companies in income distribution. this challenge is particularly pertinent when large companies have national objectives, and most of their production capacity is capital-intensive and knowledge-intensive, but their operational area is locally focused on the user. the present research aimed to explore the role of the government and large local companies in income distribution. khuzestan province was chosen due to its unique characteristics in this regard. the study covered the period from 2006 to 2020, analyzing seasonal data using the generalized method of moments (gmm). the findings indicate that the government’s current and construction expenditures in the province have a negative and significant effect on the urban gini coefficient. in contrast, the value-added variable of large industrial companies in the province has a positive and significant effect on the urban gini coefficient. the results suggest that careful planning and coordination between large companies and provincial managers should be sought by adopting policies such as increasing local employment and training local workforce, thereby reducing dissatisfaction and income inequality in the province.
