گام‌های اولیه برای تهیه حساب اشتغال سال 1390در ایران

هدف توسعه‌ حساب‌های کار به‌دست آوردن تصویر کامل و سازگار از وضعیت بازار کار و نظم دادن و مرتب کردن آمارهای اشتغال در هر کشور است. مهم‌ترین متغیرها و مولفه‌های حساب‌های کار، اشتغال، ساعت کار و درآمد حاصل از اشتغال است. حساب اشتغال یکی از مهم‌ترین مولفه‌های حساب‌های کار است که در این مقاله برای اولین بار به حساب اشتغال در ایران براساس پیشنهادات سازمان جهانی کار و تجربه کشورهایی مانند هلند، استرالیا، ایتالیا، دانمارک و سوئیس پرداخته شده است. هدف اصلی این مقاله، ارائه‌ برآورد جامع از کل اشتغال در کشور براساس تمام منابع اطلاعاتی موجود است. برای رسیدن به این هدف، آمار اشتغال از آمارگیری‌های خانواری و آمار اشتغال از آمارگیری‌های کارگاهی با هم مقایسه و درنهایت با استفاده از رویکرد پایین به بالا تلفیق می‌شوند تا یک تصویر سازگار از تعداد و ویژگی‌های اشتغال ایجاد شود. آمارهای حاصل از حساب‌های کار، داده‌های بهبودیافته‌ و سازگارتری را برای تحلیل‌های کلان اقتصادی بازار کار به‌خصوص در تحلیل بهره‌وری و ارتباط بین اشتغال  و رشد اقتصادی فراهم می‌کند. از آنجا که در سال 1390، منابع آماری متعددی از جمله آمارگیری نیروی کار، سرشماری نفوس و مسکن و آمارگیری‌های کارگاهی متعدد با هدف دستیابی به جداول داده-ستانده اجرا شده است، بنابراین، سال 1390 به عنوان سال مبنا برای محاسبه‌ حساب‌های کار در ایران در نظر گرفته شده است.

First Steps for Preparing Employment account for 2011 in Iran

The aim of developing labour accounts is to provide a complete and coherent picture of the labour market and organize the employment statistics in each country. The most important variables and components of labour accounts are employment, working hours and income from employment. Employment account is one of the most important components of labour accounts. In this paper, based on the recommendations of the World Labour Organization and the experience of countries such as the Netherlands, Australia, Italy, Denmark and Switzerland, for the first time, the employment account in Iran is provided. The main objective is to derive a comprehensive estimate of total employment in the country. To achieve this goal, employment statistics from regular household surveys are linked to the employment data from establishment surveys. The resulting data are reconciled based on a bottomup approach until a coherent picture of the size and characteristics of employment emerge. The statistics obtained from labour accounts should also provide improved and more consistent data for macroeconomic analysis of the labour market, in particular, the analysis of productivity and the relationship between employment and economic growth. Because in 2011, a number of statistical sources, including labour force survey, population and housing census and numerous establishment surveys have been implemented with the aim of achieving inputoutput tables, that year is considered as the base year for calculating labour accounts in Iran.
