تحلیل راهبردی نقش اقتصادی دولت در آموزش و پرورش با تاکید بر دیدگاه اسلام

آموزش و پرورش از جهات مختلف و به ‌ویژه از لحاظ اقتصادی، اهمیتی روزافزون یافته و به جرات می‌توان گفت که آموزش و پرورش، بزرگترین بخش هزینه‌های عمومی اغلب کشورهای جهان را به خود اختصاص داده است و کمتر کسی است که اندک مطالعه‌ای در باب فواید اجتماعی و خصوصی مستقیم و غیرمستقیم آموزش و پرورش اعم از آموزش عمومی و عالی داشته باشد اما اقتصاد آموزش و پرورش و سرمایه‌گذاری در آموزش را بی‌فایده یا حتی کم‌فایده انگارد. با این حال، همچنان خلاهای پژوهشی فراوانی در ارتباط با کم و کیف ورود و سرمایه‌گذاری دولت یا بخش خصوصی در آموزش و پروش به‌ویژه با لحاظ دیدگاه‌های اسلامی وجود دارد. بر این اساس هدف این پژوهش کیفی، تحلیل نقش اقتصادی دولت در آموزش و پرورش با تاکید بر دیدگاه اسلام است، در این راستا از طریق مصاحبه نیمه‌ساختاریافته با 15 نفر از صاحب‌نظران اقتصاد آموزش و پرورش که با نمونه‌گیری هدفمند از نوع گلوله برفی انتخاب شدند بررسی صورت گرفت و با اشباع داده، مصاحبه‌ها متوقف شدند. مضامین مصاحبه‌ها پس از تحلیل مضمون با استفاده از ماتریس سوات مورد تجزیه و تحلیل قرار گرفتند. یافته‌ها حاکی از آن است که ورود اقتصادی دولت به این عرصه دارای نقاط قوت، ضعف، فرصت‌ها و تهدیداتی است و بخش دولتی و خصوصی بایستی توامان در تامین مالی آموزش و پرورش مشارکت داشته باشند. چنین تدبیری به رفع نقایص فعلی امر و ارتقای کیفیت آموزش و پرورش منجر خواهد شد.

strategic analysis of the economic role of the government in education with an emphasis on islamic perspective

education has gained increasing significance from various perspectives, particularly in terms of economics. it can be argued that education constitutes the largest portion of public expenditure worldwide. few individuals, having examined the direct and indirect social and private benefits of education—including both public and higher education—regard investment in education as useless or of little utility. however, there remains a gap in research regarding the roles of governments and the private sector in education, especially concerning islamic perspectives. the aim of this qualitative research is to analyze the economic role of the government in education with an emphasis on islamic viewpoints. in this regard, semi-structured interviews were conducted with 15 education economics experts who were purposefully selected using snowball sampling until data saturation was achieved. the content of interviews was analyzed to elicit themes that can be used in a swot matrix. the findings indicate that government involvement in education presents strengths, weaknesses, opportunities, and threats, emphasizing the importance of collaborative financing by both public and private sectors. with such cooperation, governments and markets can address current shortcomings and contribute to enhancing the quality of education.
