تاثیر فناوری اطلاعات و ارتباطات بر رفاه اجتماعی در استان‌های ایران

در عصر حاضر و در چرخه در حال شتاب فناوری‌های نوین، فناوری اطلاعات و ارتباطات در همه کشورها به سرعت در حال رشد است و ورود آن به‌عنوان تکنولوژی غیررقابتی با ظرفیت استفاده نامحدود، به عرصه کاربرد همگانی و زندگی اجتماعی، نشان‌دهنده پتانسیل آن برای تاثیرگذاری بر رفاه جامعه است. در این پژوهش با استفاده از داده‌های تابلویی تاثیر فناوری اطلاعات و ارتباطات بر تابع رفاه اجتماعی آمارتیا سن ارزیابی می‌شود. قلمرو مکانی پژوهش استان‌های ایران و دوره زمانی آن سال‌های 1390 تا 1395 است. بنابر آزمون هاسمن، برآورد مدل با اثرات ثابت ارجحیت دارد و برای رفع ناهمسانی واریانس و همبستگی مقطعی در مدل پژوهش از روش حداقل مربعات تعمیم‌یافته امکان‌پذیر استفاده شده است. یافته‌های این پژوهش حکایت از تاثیر معنادار و مثبت فاوا بر رفاه اجتماعی دارد. همچنین متغیرهایی چون صنعتی شدن، هزینه‌های دولت و شهرنشینی بر رفاه اجتماعی اثری معنادار و مثبت و تورم نیز اثری معنادار و منفی دارد.

The Impact of ICT on Sen’s Social Welfare Index on Iranian Provinces

Nowadays, Information and Communications Technology is growing rapidly due to the considerable increase in using knowledgebased theories in all countries, especially in developing economies such as Iran. As a noncompetitive technology with unlimited use capacity, Information and Communications Technology entry in the general application and social life shows its potential to affect social welfare. This study will evaluate the impact of Information and Communications Technology on Sen’s Social Welfare Index in Iranian provinces using data from 2011 to 2016. The paper uses Feasible Generalized Least Squares method to capture variance heteroscedasticities and crosssection correlations. The results indicate that Information and Communications Technology has a significant and positive effect on Iranian social welfare. Moreover, variables such as industrialization, government spending, and urbanization have a substantial and positive impact on social welfare. The inflation rate, on the other hand, has a significant and negative effect.
