دلایل عدم استقرار نظام حکمرانی مبتنی بر مبانی دانشگاه اسلامی در نظام آموزش عالی کشور

هدف: پژوهش حاضر با هدف شناسایی دلایل عدم استقرار نظام حمکرانی مبتنی بر مبانی دانشگاه اسلامی در نظام آموزش عالی کشور انجام شد. روش: رویکرد پژوهش حاضر کیفی که از راهبرد پدیدارشناسی توصیفی استفاده شد. مشارکت‌کنندگان در پژوهش شامل خبرگان دانشگاهی و پژوهشگاهی با سوابق انجام پژوهش‌های حوزه دانشگاه اسلامی بودند که با استفاده از روش هدفمند از نوع گلوله برفی و با در نظر گرفتن اشباع نظری در یافته‌ها تعداد 14 نفر انتخاب شدند. ابزار پژوهش حاضر مصاحبه نیمه ساختار یافته بود که به روش کدگذاری تحلیل شد. یافته‌ها: دلایل عدم استقرار نظام حمکرانی مبتنی بر مبانی دانشگاه اسلامی در نظام آموزش عالی کشور ایران 5 مقوله عدم وجود الگوی مدیریتی مبتنی بر سند دانشگاه اسلامی در نظام آموزش عالی، کم‌توجهی در تربیت حکمرانان و مدیران مبتنی بر شاخص‌ها و ویژگی‌های دانشگاه اسلامی، غلبه مدیریت سیاسی بر مدیریت اسلامی و علمی در نظام آموزش عالی، عدم باور و همراهی عمده بدنه علمی و کارشناسی وزارت علوم، دانشگاه‌ها، مراکز و موسسات آموزش عالی در استقرار و مدیریت دانشگاه اسلامی و ملتزم نبودن مدیران و روسای نظام آموزش عالی کشور به مسئولیت‌پذیری و پاسخگویی در خصوص مدیریت مبتنی بر دانشگاه اسلامی تقسیم‌بندی شدند. نتیجه گیری: با عنایت به یافته های پژوهش، به منظور استقرار حکمرانی و مدیریت اسلامی مبتنی بر مبانی دانشگاه اسلامی در نظام آموزش عالی کشور، ایجاد ساختارهای پاسخگو و منعطف در دانشگاهها، متناسب با نیازهای جامعۀ اسلامی توصیه می شود.

the reasons for not establishing a governance system based on islamic university principles in the country’s higher education system

aim: the aim of this research is to identify the reasons for the non-establishment of the hamkarani system based on the principles of islamic universities within the country’s higher education system.method: the current research employed a qualitative approach using the descriptive phenomenology strategy. participants included experts from universities and research institutes who had conducted research in the field of islamic universities. the selection process involved a targeted snowball method, and theoretical saturation led to the inclusion of 14 individuals. semi-structured interviews served as the primary research tool, and the data were analyzed using coding methods.results: the reasons for not establishing can be categorized as follows:lack of a management model based on the islamic university document within the higher education system.insufficient attention to training rulers and managers based on indicators and characteristics specific to islamic universities.political management prevails over islamic and scientific management in the higher education system.limited belief and support from scientific and expert bodies within the ministry of science, universities, and other higher education institutions regarding the establishment and management of islamic universities.lack of commitment from directors and presidents of the country’s higher education system to manage based on islamic university principles.
