تاثیر کیفیت محیط زیست بر اقتصاد سلامت در گروه کشورهای منتخب

زمینه و هدف: آلودگی هوا یکی از مشکلات زیست محیطی است که در سال های اخیر و همگام با توسعه جوامع، صنعتی شدن و رشد تکنولوژی به خطری جدی برای بشر بدل شده است. چنانچه آلودگی هوا موجب گسترش بیماری ها و متعاقباً نیازمندی جوامع به خدمات بهداشتی گردیده، مصرف منابع مالی جهت مراقبت های بهداشتی را افزایش داده است. این مهم بار اقتصادی سنگینی بر دوش جامعه و دولت ها تحمیل کرده است. مخارج بهداشتی از طریق کانال هایی هم چون بهبود شاخص‌های بهداشتی، افزایش موجودی سرمایه انسانی و  بهره وری نیروی کار، رشد اقتصادی کشورها را در پی داشته است. امروزه کشورها به اهمیت مسایل زیست محیطی پی برده و برحسب احساس نیاز و متقابلاً خطر نسبت به این مسئله به وضع برخی قوانین در سطح ملی و یا تنظیم توافق نامه های بین المللی پرداخته اند. روش بررسی: تحقیق حاضر از نظر هدف یک تحقیق کاربردی، از نظر روش مطالعه علّی و از نظر روش تحقیق و ماهیت و شیوه نگرش پرداختن به مساله استنباطی است. یافته ها: هدف اصلی این مقاله بررسی رابطه و میزان تاثیرگذاری آلودگی هوا (به عنوان شاخص نشان دهنده کیفیت محیط زیست) بر مخارج بهداشتی (به عنوان شاخص نشان دهنده اقتصاد سلامت) در گروه کشورهای منتخب درآمد متوسط و کشورهای دارای بیشترین آلودگی هوا، با استفاده از روش داده های تابلویی می باشد. نتایج حاصل از برآورد مدل ها به روش  داده های تابلویی اثرات ثابت در گروه کشورهای منتخب در دوره زمانی 2012-2000، نشان می دهد که آلودگی هوا تاثیر مثبت و معناداری بر مخارج بهداشتی دارد.

Examining Effect of Air Pollution on Health Expenditure in Selected Countries

Background and Purpose: Air pollution is one of the environmental problems in recent years and development of societies and industrialization and technological progress has become a serious threat to the mankind. Air pollution causes the spread of disease and subsequently more health care fund is needed in communities. This problem has imposed an economic burden on the society and government channels such as improvement of health indicators and increased human capital and labor productivity and it is followed by economic growth. Nowadays many countries recognized the importance of environmental issues and they lay down some rules and as the result the risks of this issue at the national level or international agreements have been set. Analysis Method: It is an applied research and the method of the study is causation and the method of research and its modality is based on presumption. Results:The main purpose of this article is investigate the relationship between the level of effectiveness of air pollution as an indicator of environmental quality and Health Expenditure as an indicator of Health Economics in selected middle income countries and countries with the highest air pollution by using panel data. The results of the estimated model using Fixed Effects among the selected countries for period 20002012 illustrates that the effect of air pollution on Health Expenditure is significant and positive.
