بررسی مدیریت زیست‌محیطی حمل و نقل زباله‌های شهری شهرستان یزد با استفاده از نرم‌افزار wags

زمینه و هدف: تاکنون عمده بودجه مدیریت پسماندهای جامد صرف هزینه های جمع آوری و حمل و نقل این گونه پسماندها و باعث صرف هزینه های اضافی و اتلاف وقت فراوان می شده است. به منظور اصلاح سیستم جمع آوری و دفع و دفن مواد زاید جامد، سیاست های کلان شهرداری در راستای بهینه سازی سیستم مدیریت مواد زاید بنا شد. روش بررسی: در ابتدا شهرستان یزد به عنوان محدوده مطالعاتی انتخاب گردید. در راستای نیل به هدف تعریف شده، با استفاده از نرم افزارwags کلیه بودجه مورد نیاز شهرستان یزد در طی 15 سال آتی اعم از سرمایه مورد نیاز برای تامین ماشین آلات، سرمایه مورد نیاز برای تعمیر و نگه داری ماشین آلات، سرمایه مورد نیاز برای تامین هزینه های کارکنان و... محاسبه گردید. یافته ها: نتایج تحقیق نشان می دهد که بیشترین هزینه های جمع آوری زباله به بخش کارکنان تعلق دارد و به طور کلی هزینه های کارکنان 50/95 %، سرمایه تامین ماشین آلات 39/62%، هزینه تعمیرات 4/93%، هزینه تامین سوخت 2/65% و هزینه بخش سایر 1/82% از کل هزینه جمع آوری مواد زاید جامد را تشکیل می دهد. بحث و نتیجه گیری: هم چنین نتایج تحقیق نشان می دهد که کل هزینه های جمع آوری در طی 15سال معادل 176700 میلیون ریال بوده که تا سال 1400 نیاز به 151497 میلیون ریال سرمایه گذاری اضافی می باشد. در حال حاضر هزینه جمع آوری و حمل به محل دفن به ازاء یک کیلوگرم زباله260 ریال است. البته شایان ذکرمی باشد که این عدد در برگیرنده کلیه هزینه های کارکنان، ماشین آلات جمع آوری، سوخت و تعمیرات بوده و نهایتاً هزینه جمع آوری هر خانوار معادل 67570 ریال در طول سال جمع بندی می گردد.

Investigating Environmental Management of Municipal Waste Transport in Yazd City Using WAGS Software

Introduction: Uncontrolled urban development on one hand and changes in the pattern of consumption on the other hand has faced human with unexpected environmental pollution .Undoubtfully waste production is among the very significant sources of environmental pollution which is created by man. Therefore, modern solid waste management is necessary to overcome the created problem. Such management should carefully consider various aspects of waste generation, storage, collection, transportation, recovery, recycling and final disposal. Among these costs the highest costs of waste management belongs to transportation. This includes both collections from residential areas and transporting to transfer stations and finally transporting to the landfill. Methods: In the present investigation, municipality Yazd city is selected to examine cost of transporting using the WAGS software. Result and discussion: The results show that the highest percentages of total transportation cost is allocated to the wages of personnel (almost 51%). The other components such as vehicles, repairs, full and others have a share of 39, 4, 2 and 1% of the total cost of collection and transportation of solid wastes. Conclusion:The overall expenditures of waste collection is about 176700 million Rails that is indicative of need for additional investment equal to 151497 million Rails to the year 2022.At present the cost of collection and transportation of wastes to the transfer station is about 260 Rails/Kg. This amount encompasses all personnel, vehicle, fuel and other associated costs. It is estimated that above mentioned cost will increase from 260 to 210 Rails/Kg in the year 2022.At present each family has to pay 67570 Rails/year as a cost of collection.
