شناسایی مولفه‌های تاثیرگذار بر مدیریت و برنامه‌ریزی محیط‌زیست شهری امن با تاکید بر رویکرد شهر دوستدار کودک (مطالعه موردی: کلان‌شهر تهران)

زمینه و هدف: فضاهای شهری در برآورده ساختن نیازهای اجتماعی و فردی کودکان نقش منحصربه‌فردی دارند. در این راستا، با توجه به اینکه کودکان به‌عنوان سازندگان نسل‌های بعدی به شمارمی روند؛ برنامه‌ریزی و طراحی صحیح محیط‌زیست شهری متناسب با زندگی کودکان در سوق دادن جامعه‌ی انسانی به سمت جامعه ای سالم و مطلوب از اهمیت زیادی برخوردار است. بدین منظور، تحقیق حاضر با هدف شناسایی عوامل تاثیرگذار بر مدیریت و برنامه‌ریزی محیط‌زیست شهری امن با تاکید بر رویکرد شهر دوستدار کودک در کلان‌شهر تهران انجام گرفته است. روش بررسی: روش تحقیق از نظر هدف، کاربردی و از نظر ماهیت تحلیلی اکتشافی بوده و تجزیه و تحلیل اطلاعات با بهره‌گیری از روش دلفی (15 نفر از نخبگان و مدیران حوزه مدیریت برنامه ریزی محیط زیست شهری) و کاربست تکنیک تحلیل اثرات متقاطع در نرم‌افزار micmac در سال 1401صورت گرفته است. یافته‌ها: یافته‌ها نشان می‌دهد که بیشترین اثرگذاری در بین مولفه‌های مورد بررسی در راستای مدیریت و برنامه‌ریزی محیط‌زیست شهری امن با تاکید بر رویکرد شهر دوستدار کودک در کلان‌شهر تهران مربوط به مولفه‌های قوانین احترام به دیدگاه کودک (اعمال و ادغام دیدگاه کودکان در برنامه‌ریزی و طراحی‌های شهری از نظر جنبه‌های مختلف کالبدی، ذهنی و رفتاری)، حقوق زندگی و توسعه‌ی حداکثری کودک (اقدامات قانونی مناسب برای کاهش آلودگی‌های شهری) و کیفیت محیطی (مناسب بودن پیاده‌روها و خیابان‌ها برای استفاده‌ی کودکان) می‌باشد. بحث و نتیجه‌گیری: با توجه به وضعیت موجود و کمبود مولفه‌های کلیدی و استراتژیک تاثیرگذار در راستای توسعه‌ی سیستم، آینده‌ی مدیریت و برنامه‌ریزی محیط‌زیست شهری امن با تاکید بر رویکرد شهر دوستدار کودک در کلان‌شهر تهران نامطلوب خواهد بود.

background and objective: urban spaces play a unique role in meeting the social and individual needs of children. in this regard, given that children are considered the creators of the next generations; proper p planning and design of the urban environment suitable for children's lives is very important in moving the human society towards a healthy and desirable society. for this purpose, the present study was written with the aim of identifying the influential components on management and planning of a safe urban environment with emphasis on the child friendly city approach in tehran metropolis. material and methodology: the research method is applied in terms of purpose and analytical and exploratory in nature, and data analysis has been done using delphi method (15 elites and managers) and application of cross impact analysis technique in micmac software. findings: the findings show that the most effective among the investigated components in the direction of safe urban environment management and planning with emphasis on the child friendly city approach in tehran metropolis is related to components of rules of respect for children's views (application and integration of children's views in urban planning and design in terms of various physical, mental and behavioral aspects), the right to life and maximum child development (suitable legal measures to reduce urban pollution) and environmental quality (suitability of sidewalks and streets for use by children). discussion and conclusion: considering the current situation and the lack of key and strategic components affecting on development of system, the future of management and planning of a safe urban environment with emphasis on the approach of child friendly city will be undesirable in tehran metropolis. .
