شناسایی و اولویت‌بندی مولفه‌های مدیریت‌سبز دانشگاه‌ها

زمینه و هدف: جایگاه و انتظارات از آموزش عالی و به‌ویژه از دانشگاه در دهه‌های اخیر نسبت به قبل تغییر کرده است و انتظار اجتماع از آموزش عالی آن است که نقش و جایگاه خود را در عرصه تغییر و نو آفرینی و به‌تبع آن توسعه پایدار و حفاظت از ارزش‌های سنتی و نوین جوامع بشری به شیوه‌ای مناسب ایفا نماید. بنا بر این ضروری است که دانشگاه‌ها در راستای حرکت به سمت توسعه پایدار و ارتقا مولفه‌های زیست‌محیطی زیستگاه بشری، فعالانه مشارکت نماید. شناسایی ابعاد و مولفه‌های مدیریت‌سبز دانشگاه‌ها می‌تواند به‌عنوان یک نقشه راه و راهنمایی کلی، راهنما و راهگشای این مراکز در مسیر استقرار مدیریت‌سبز باشد. از این رو این پژوهش با هدف شناسایی ابعاد و مولفه‌های مدیریت‌سبز دانشگاه‌ها اجرا شده است.روش بررسی: در این پژوهش جهت شناسایی مولفه‌های مدیریت‌سبز دانشگاه‌ها از تکنیک دلفی استفاده شده است. در این راستا، با استفاده از نظرات اعضای پنل که عبارت بودند از 19 نفر از اعضای هیات علمی و خبرگان حوزه مدیریت آموزش عالی، محیط زیست و انرژی، ابتدا با تلفیق مولفه‌های استخراج شده از مبانی نظری پژوهش و مولفه‌های پیشنهادی خبرگان، پرسش‌نامه‌ای بسته پاسخ و باز پاسخ در دو مرحله در اختیار خبرگان قرار گرفت و در زمینه میزان ارتباط مولفه‌ها با مدیریت‌سبز دانشگاه‌ها و تعیین میزان اهمیت هر‌یک از ابعاد در این رابطه با مدیریت‌سبز از خبرگان نظرخواهی شد و نظرات آن‌ها مورد تجزیه و تحلیل قرار گرفت.یافته‌ها: در این پژوهش دوازده بعد اساسی رهبری و راهبردها، سیاست‌گذاری و برنامه‌ریزی، حکمرانی دانشگاهی و اداره‌امور سازمانی، ارتباطات و تعامل با محیط، منابع انسانی و امور پرسنلی، بودجه و منابع مالی، فن‌آوری و اطلاعات، زیرساخت‌ها و تجهیزات، امور آموزشی، امور پژوهشی، نظارت، ارزش‌یابی و پاسخ‌گویی، اقدامات و برنامه‌های زیست‌محیطی در زمینه مدیریت‌سبز دانشگاه‌ها شناسایی و مورد تائید خبرگان قرار گرفت که هر یک از ابعاد چندین مولفه را شامل می‌شود. در نهایت 77 مولفه در این زمینه شناسایی و با وزن بالا مورد توافق قرار گرفت که جهت استقرار مدیریت‌سبز در دانشگاه‌ها می‌تواند مورد توجه و استفاده قرار بگیرد.بحث و نتیجه‌گیری: نتایج نشان می‌دهد که از نظر خبرگان مهم‌ترین ابعاد در بحث مدیریت‌سبز دانشگاه‌ها به ترتیب عبارتند از سیاست‌گذاری و برنامه‌ریزی، مدیریت منابع مادی و تجهیزات دانشگاه‌، رهبری و راهبردها، فن‌آوری، مباحث اجرایی و امور سازمانی دانشگاه، منابع مالی است، منابع انسانی، پژوهش، آموزش، ارتباط با محیط و نظارت و ارزش‌یابی.

Identification and prioritization Dimensions and Components of Green Management in Universities

Background and Objective: The status and expectations of higher education and especially of the university have changed in recent decades, and the expectation of the community of higher education can play its place in the field of change and innovation and, consequently, sustainable development and the protection of traditional and new values ​​of human societies in a proper way. Therefore, universities need to actively participate in moving towards sustainable development and promotion of the environmental components of human habitats. Identifying the dimensions and components of green management in universities can be considered as a general road map, guidance for these centers in the direction of establishing green management. Therefore, this study has been conducted aimed to identify the dimensions and components of green management in universities.Method: In this study, Delphi technique has been used to identify the components of green management in universities. In this regard, using panel members’ opinions that included 19 faculty members and experts in the field of higher education, environment and energy, first by integrating the extracted components from the theoretical foundations of the research and the proposed components of the experts, two closed and openended questionnaires were given to the experts in two stages. Experts’ opinions were gathered in terms of the relationship between the components and the green management of the universities and determining the importance of each dimension in relation with the green management and their opinions were analyzed.Findings: In this study, 12 key dimensions of leadership and strategies, policy making and planning, academic governance and organizational affairs, communications and interaction with the environment, human resources and personnel affairs, budget and financial resources, technology and information, infrastructures and equipment, education and research, affairs monitoring, evaluation and accountability, environmental measures and actions in the field of green management of universities were identified and approved by the experts, each of which includes several components. Finally, 77 components were identified and it was decided that highweight components to be considered and used in more accurate planning and implementation of green management in academic environments.Discussion and Conclusion: The results show that according to the experts, the most important dimensions in the green management of universities are the following: policy making and planning, resource management and university equipment, leadership and strategies, technology, executive issues and organizational affairs of the university, financial resources, human resources, research, education Communication with the environment and monitoring and evaluation.
