تاثیر جنگ اوکراین بر روابط ایران و روسیه

حمله نظامی روسیه به اوکراین پیامدهای عمیقی نه تنها برای اروپا و جهان، بلکه برای خاورمیانه در برداشته‌است. روابط سیاسی-امنیتی ایران و روسیه هم از این جنگ تاثیر پذیرفته است. رویکرد ایران در برابر جنگ اوکراین از دو نظر مهم است. نخست، جهت‌گیری ایران در این جنگ اوکراین بر روابط دو کشور تاثیر می‌گذارد. دوم، این موضوع بر جایگاه ایران در نظام بین‌الملل نیز تاثیرگذار است. پرسش اصلی این نوشتار این است که« رفتار ایران در مورد جنگ اوکراین چگونه بوده و چه تاثیری بر روابط آن با روسیه داشته ‌است؟» فرضیۀ نویسندگان این است که« رویکرد ایران در مورد جنگ اوکراین احتیاط‌آمیز بوده است، یعنی از یک‌سو حملۀ روسیه به اوکراین را محکوم نکرده، از سوی دیگر از آن پشتیبانی هم نکرده‌است». این سیاست با هدف حفظ و ادامۀ روابط دو کشور دنبال شده است. نویسندگان در این نوشتار براساس چارچوب نظری واقع‌گرایی نوکلاسیک به بررسی رویکرد جمهوری اسلامی ایران در برابر جنگ اوکراین و تاثیر آن بر روابط ایران با روسیه می‌پردازند. یافته‌های این پژوهش نشان میدهد که تهران جنگ اوکراین را عاملی برای بهبود و توسعه روابط با مسکو یافته است. ولی سرشت این روابط به طور اساسی تغییر نمی‌کند. از دیدگاه ایران، محرک‌ها و ارکان اصلی روابط با روسیه پایدار است. روسیه یکی از مهمترین شریکان ژئوپلیتیکی ایران است و رویکرد استراتژیک در روابط با آن دنبال کرده‌است. روش این پژوهش کیفی با رویکرد توصیفی- تحلیلی است.

the impact of the ukraine war on iran and russia’s relations

russia’s attack has military consequences not only for europe and the world but also for the exit door. the political-security relations between iran and russia have also been affected by this war. iran is important against war in two ways. first, iran’s direction in this war affects the relations between the two countries. second, this issue affects iran’s position in the international system. the main question of this article is how has iran’s behavior been regarding the war and what effect has it had on its relations with russia? the authors assume that iran has been cautious about the dangerous war, that is, on the one hand, it has not condemned russia’s involvement in the government, but it has also not supported it. this policy is followed to maintain the relations between the two countries. the people who in this article, the theoretical commentator of neoclassical realism, examine the islamic republic of iran against the war and its impact on iran’s relations with russia. this research shows that tehran has found war as a factor in improving and developing relations with moscow. however, the nature of these relationships does not change fundamentally. from iran’s point of view, the drivers and pillars of relations with russia are stable. russia’s relations are one of iran’s most important geopolitical partners and it has followed one of its strategies. the method of this research is qualitative with a descriptive-analytical approach.
