منش ملّی ایرانیان و مسئولیت‌‌پذیری در حکمرانی

در مشروعیت و کارآمدی حکومت‌ها و در بهروزی و سعادت مردم، مسئولیت‌پذیری کارگزاران نقشی حیاتی دارد و فقدان یا نارسایی در این امر، مردم، کشور و حکومت را به راه زوال سوق خواهد داد. از این روی، تامل در چند و چون و چرائیِ مسولیت‌پذیری در سیاست‌گذاری‌ها و برنامه‌ریزی‌های بنیادین ضروری است. پیشینه موضوع نشان می‌دهد این مسئله از منظرهای گوناگون مورد بررسی قرار گرفته، اما در این پژوهش کوشیدیم در نگاهی مبنایی، آن دسته از موانع مسئولیت‌پذیریِ ایرانیان که ذیل مفهوم منش ملی قرار می‌گیرند را مورد بررسی قرار دهیم. سوال اصلی ما این بود که مسئولیت‌پذیری در منشِ ملیِ ایرانیان چه جایگاهی دارد و کدام موانع در این منش نهفته‌اند؟ در این تحقیق تلاش کردیم با تاکید بر موضوع مسئولیت‌پذیری، با روشی توصیفی- تحلیلی منش ملّی ایرانیان را از نگاه متفکران و نویسندگان غیرایرانی مورد واکاوی قرار دهیم و موانع پاسخگویی و مسئولیت‌پذیری را در در این حوزه تا جای ممکن شناسایی کنیم. بررسی ما نشان می‌دهد تاریخ و فرهنگ سیاسی استبدادی حاکم در طی قرون به تقویت گرایش‌ها و ساختارهایی در بطن فرهنگ و منش ملی ایرانیان منجر شده که با وجود آگاهی از بایستگی انسانی و اجتماعیِ پاسخگویی در برابر دیگری، آنان را به سبب حس ناامنی و بی‌ثباتی، به سمت‌و سوی مسئولیت‌پذیری کمتر سوق می‌دهد.

in the legitimacy and efficiency of governments, as well as in the well-being and happiness of the people and the development of the country, the accountability of the agents has a vital role, and the lack or insufficiency in this matter will lead the people, the country and the government to decline. from this point of view, it is necessary to reflect on the ambiguity of accountability in basic policies and planning. in this research, we tried to investigate those obstacles to the responsibility of iranians that fall under the concept of national character in the cultural field. our main question was, what is the position of responsibility in the national character of iranians and what obstacles are hidden in this character? in this research, we tried to analyze the national character of iranians from the point of view of non-iranian thinkers and writers by emphasizing the issue of accountability, and to identify the obstacles to accountability and accountability in this field as much as possible. our investigation shows that the history and political culture of the ruling autocracy over the centuries has led to the strengthening of tendencies and structures in the heart of the culture and national character of iranians, which despite the awareness of the human and social necessity of accountability to others, due to the sense of insecurity and instability, it leads to less responsibility.
