گفتمان امنیتی غرب آسیا از منظر اندیشکده‌های راهبردی روسیه

در پاسخ به چالش ها و معضلات امنیتی در سطوح خارجی (منطقه ای - جهانی)، سیاست های امنیتی کنشگران بر پایه پویش های محیطی طرح ریزی و پیگیری می شود. در مراکز مطالعاتی روسیه، اهداف امنیتی برگرفته از یک محیط شناسی بوده و بر پایه جغرافیای سیاسی اولویت می یابد. ساختارهای حاکم سیاسی، اقتصادی و فرهنگی درک شده در هر محیط از سوی این مراکز، بازتاب شرایط امن نسبت به منافع و خواسته های کرملین می باشد. این پرداخت روسی از امنیت و محیط در غرب آسیا بر اساس تبیین نیاز ها، منافع و پیامد های هر رفتار و تصمیم دولت روسیه در میان محققان روس شکل گرفته و درنهایت به یک گفتمان امنیتی دست می یابند. این نوشتار با هدف شناخت مبنای استراتژی کلان و دکترین های امنیتی اندیشکده های روسی در رابطه با محیط غرب آسیا، سوال اصلی خود را بدین صورت بیان می‌دارد: اندیشکده‌های رسمی و تصمیم‌ساز روسیه چه نگرش، تبیین، دامنه و عناصری پیرامون مفهوم امنیت در محیط غرب آسیا دارند؟ پژوهش حاضر فرضیه خود را بر اساس تعریف مدلول امنیت از سوی اندیشکده های راهبردی روسیه در سطح منطقه‌ای و جهانی به ویژه منطقه غرب آسیا، بر پایه زیست تاریخی، جغرافیای وطنی و هویت درک شده توسط روس ها و با هدف چگونگی تعریف و تحقق منافع و اولویت‌های مادی روسیه قرار داده است. این مقاله در چارچوب نظریه سازه‌انگاری به تاویل نگاه و فهم روسی از محیط امنیتی در غرب آسیا می‌پردازد. نوشتار پیش رو برای دستیابی به یافته‌های قابل‌اتکا و مورد نظر، با روش توصیفی-تحلیلی و استفاده از منابع کتابخانه‌ای (مکتوب و الکترونیکی) به انجام رسیده است. در پایان برای نتیجه گیری سریع تر با بهره‌گیری از تحلیل‌های مبتنی بر مطالب اندیشکده های روسی، یافته های پژوهش در سه بعد محوری و نه مولفه‌های اصلی بیان خواهد شد.

the west asian security discourse from the perspective of russian strategic think tanks

in response to security challenges and problems at the external level (regional - global), the security policies of actors are designed and pursued based on regional dynamics. in the study centers of the russian federation, security objectives are derived from enviromentology and are prioritized based on political geography. the governing political, economic, and cultural structures perceived in these regions by these centers reflect a secure region in line with the kremlin’s interests and aspirations. this russian approach to security and the region in west asia is based on a cost-benefit explanation of every behavior and decision of the russian government among russian researchers, and ultimately leads to a security discourse. this article aims to identify the basis of the macro-strategy and security doctrines of russian think tanks in relation to the west asian region: what is the attitude, explanation, scope and elements of russian official and decision-making think tanks about the concept of security in the west asian environment? the present study bases its hypothesis on the bio-history, national geography and identity defined by russia’s strategic think tanks at the regional and global levels, with the aim of how to define and realize russia’s material interests and priorities, especially in the west asian region. this article, within the framework of constructivism theory, interprets russia’s view of the security region in west asia. this article has been done by descriptive-analytical method and using library resources (written and electronic) to achieve reliable and desired findings.
