بررسی روابط ایران و روسیه در قرن جدید : اتحاد استراتژیک یا همگرایی منافع

در سه ‎دهه گذشته رابطه میان ج.ا.ایران و روسیه فرازونشیب‌های متعددی را تجربه کرده است. باوجود افزایش همکاری ها در حوزه های منطقه ای و بین المللی، در عمل دو کشور روابطی مقطعی و به عبارتی ناپایدار را تجربه کرده اند. امروز باوجود همکاری بی سابقه دو کشور در مواجهه با بحران سوریه و همسویی مواضع در پاره ای مسائل، با توجه به تغییرات احتمالی در روابط روسیه و آمریکا و همچنین تداوم فشارهای آمریکا بر ضد ج.ا.ایران، چشم انداز روشنی بر ادامه این همکاری قابل تصور نیست. این نوشتار سعی در فهم این مسئله دارد که آیا همکاری های موجود در سیاست خارجی دو کشور نشان دهنده یک اتحاد استراتژیک است یا به سادگی، محصول منافع سیاسی کوتاه‌مدت یا یک اتحاد تاکتیکی برای مقابله با تهدیدات خاص است؟ لذا با تکیه بر مفهوم اتحاد استراتژیک در بررسی روابط ایران و روسیه، به نظر می رسد که روابط دو کشور، ویژگی های اتحاد استراتژیک را نداشته و صرفاً واکنشی به شرایط بین المللی در موضوعات خاص است. درحقیقت این همکاری باید نوعی همسویی منافع در نظر گرفته شود، چرا که محدود و موقتی است و در زمینه های خاصی جهت همکاری در برابر تهدیدی غیر دولتی وجود دارد.

Review of Iran-Russia Relations in the New Century: Strategic Alliance or Convergence of Interests

Over the past three decades, Russia’s foreign policy has had different ups and downs against the Islamic Republic of Iran, and despite the Islamic Republic of Iran’s intentions of widespread and comprehensive relations in the regional, international and bilateral spheres; in practice, the Russian government has been in favor of these relations It has always been in the form of a crosssectional, unsustainable case. Today, despite the unprecedented cooperation of the two countries in confronting the Syrian arrogance and the alignment of positions on some issues with regard to possible changes in the relations between Russia and the United States, as well as continuation of its pressure on the Islamic Republic of Iran from the perspective of some thinkers in this area, There is no clear prospect of continuing this cooperation, and this concerns the future approach of Russia to the continuation of cooperation between the two countries.The purpose of this article is to understand whether the existing bilateral foreignsecurity cooperation represents a strategic alliance or simply a product of shortterm political interests, a temporary tactical alliance to deal with specific threats? It seems that the approach of the brokers of the two countries is different, while Tehran’s decision makers consider the relationship between the two countries to be a &strategic& alliance, but Moscow’s decision makers consider it only in the &tactical& dimension.
