دولت و بیماری کروناویروس (کووید-19): دلالت های بازگشت به وضع طبیعی

بیماری کووید-19 به مثابه امر زیستی، به وسیله ویروس کرونا در مدت کوتاهی توانسته به لحاظ شدت شیوع و شمار افراد مبتلاء به مثابه امری عالم گیر تلقی شود و سبب شکل گیری وضعیتی بحرانی در درون دولت ها و اجتماع مدنی شده است. این وضع خود را در برابر وضعیتی قرار می دهد که قبل از شیوع و گسترش بیماری کرونا در دولت ها حاکم بوده است. مقاله حاضر، به شیوه فلسفی بر این مدعاست: امر زیستی در تخالف با امر سیاسی نیست و نسبتی متخارج میان آنها برقرار نیست. یعنی وضع ماقبل از وقوع کرونارا نباید به عنوان وضع طبیعی هابزی قلمداد کرد، بلکه باید آن را به مثابه وضعی دانست که در درون دولت جریان دارد و آن، به معنای امری متعارف و عادی می باشد. از این رو، لفظ وضع طبیعی واجد سه دلالت است: دلالت سیاسی اشاره به سیاست عادی سازی و عادی زدایی دولت دارد که هنگام شیوع کرونا و پیدایش وضعیت بحرانی در کشور به کار بسته شد. در عادی سازی ترس زدایی و تطبیق سازی و در عادی زدایی بی تفاوتی و بی توجهی مدنی از موازین بهداشتی مرتبط با کرونا مد نظر بوده است. دلالت علمی اشاره به سیاست بهنجارسازی دارد ولی به دلیل مشکلاتی همچون شناخت ناپذیری، عدم قطعیت و عدم پیش بینی پذیری حاصل از بیماری کرونا، چنین امری محقق نشده است. دلالت اجتماعی تاکید بر زندگی روزمره، عادت ها و روتین شدن، و ارزش زدایی یا عادی شدن دارد. در این دلالت سیاست عادی سازی مبتنی بر تحدید رفتار و تغییر سبک زندگی اجتماعی بوده است. بنابراین، دلالت های سه گانه نافی معنای سلبی از مفهوم وضع و نیز نشان دهندة پیوست میان امر زیستی و امر سیاسی می باشد.

State and Coronavirus disease (COVID-19): Implications of returning to the Natural State

Covid19’s disease, as a biological cause of the coronavirus, has recently become a global phenomenon in terms of its prevalence and the number of people infected, It has also created a critical situation within governments and civil society.This contrasts with the situation that prevailed in governments before the spread of Covid19’s disease.The present article, in a philosophical way, claims this: the biological  is not in conflict with the political and there is no external relationship between them; That is, the precoronary state should not be considered as a natural state of Hobbes, but should be considered as a state that is going on within the state, and that, in the sense of a normal thing. Hence, the word of natural state has three meanings: Political signification refers to the government’s policy of normalization and denormalization, which was used during the corona outbreak and the emergence of a crisis situation in the country. In normalization, fear and adaptation, and in normalization, indifference and civil disregard for coronaryrelated health standards have been considered. Scientific implication refers to the policy of normalization, but due to problems such as unrecognizability, uncertainty and unpredictability of coronary heart disease, this has not been achieved. Social signification emphasizes daily life, habits and routine, and devaluation or normalization. In this sense, the policy of normalization has been based on limiting behavior and changing social lifestyles. Thus, the three meanings negate the negative meaning of the concept of status and also indicate the connection between the biological and the political.
