نسبت سازوکارهای حکمرانی قجری و مقاومت های عمومی عدالت خواهانه

بررسی تاریخ شکل گیری مقاومت های عدالت خواهانه در دوران مشروطه خواهی و پس از آن می تواند در درک این مسئله مفید و حیاتی باشد که چگونه نخستین مقاومت های عمومی در عصر قاجار، برچسب شورش خوردند و صبغه ی امنیتی به خود گرفتند. هدف عملیاتی پژوهش، درک تغییر رژیم های حقیقت و نیز کردارهای حکمرانی قجری است تا نحوه ی شکل گیری مقاومت ها و سپس امنیتی شدن آن ها را دریابیم. لذا پرسش اصلی این است که مقاومت های عدالت خواهانه در برابر کدام کردارهای حکمرانی (اعم از تکنیک ها و دانش ها) ایجاد شده و صبغه ی امنیتی یافتند؟ به نظر می رسد بزنگاه اصلی شکل گیری مقاومت های عمومی، دفاتر دیوانی و محاکم قضایی بوده است. دفاتر دیوانی با محوریت استخدام چاکران لایق، به تعویق انداختن تصمیمات و تیول داری کار می کرد و در محاکم نیز بلاگردانی و تعذیب خاطی، محور اصلی کارها بود. مهم ترین دستاورد این پژوهش استخراج عناصر «نمودار سلطانی» است. کارکرد اصلی این نمودار، ستاندن همه چیز در قبال هبه ی محدود و آیینیِ امتیازات و منافع است. شیوه ی کار تبارشناختی میشل فوکو در این پژوهش مورد استفاده قرار گرفته است.

Relationship‌ between‌ Qajar’s‌ Rule‌ Mechanisms‌ and‌ Public‌ Resistances‌ for‌ Justice

The scrutiny of the formation of Justicedemanding resistances during the constitutional period and afterwards can be useful in understanding how the first public resistances in the Qajar era came to be known as Rebellion and their glitches have gotten as antisecurity. The main purpose of this study is to understand the change of the regimes of truth as well as the Qajar ruling practices to understand how resistances have been shaped. Therefore, the key question is &what kind of ruling practices (Techniques and Knowledges) caused justicedemanding resistances and how these resistances got an antisecurity glitch?& The focal point of the formation of public resistances seems to be the bureaucratic offices and the judiciary. On the one side, the bureaucratic offices had been focused on hiring obedient menials, postponing decisions and buying and selling positions. On the other side, the scapegoating and torturing were the baselines in the courts. The most important achievement of this research, based on the Foucauldian genealogy approach, is extracting the elements of the Sultani’s diagram, the main function of that was grabbing everything for the limited and ritual donation (of privileges and interests). Michel Foucault’s genealogical approach has been used in this study.
