چکیده
|
هدف این مقاله بررسی چالش نظم هژمونیک در خاورمیانه و تاثیر همکاری ایران و روسیه در بازتعریف نظم و ثبات راهبردی از طریق موازنه با تمرکز بر بحران سوریه است. طی سالهای اخیر نظم امریکامحور در منطقه بیش از پیش با چالش مواجه شده و به تبع آن ثبات راهبردی و موازنه مرتبط با آن نیز بهویژه پس از بهار عربی و بحران سوریه با تغییر مواجه شدهاند. ایران و روسیه چه به صورت منفردانه یا ائتلاف تاکتیکی در به چالش کشیدن نظم هژمونیک و بر وضعیت ثبات و موازنه در منطقه تاثیرگذار بودهاند. این مقاله با نگاه رئالیستی به مفاهیم، نظم، ثبات و موازنه و با رویکرد سیستمی و توجه به ارتباط متقابل این مفاهیم در سطوح و مناطق مختلف، همکاری دو کشور در این زمینه را بررسی میکند. هرچند در بسیاری متون، نظم و ثبات راهبردی در سطح کلان و در حوزه قدرتهای بزرگ بررسی شدهاند، اما این مقاله با تاکید بر تحول در روابط بینالملل و این دو مفهوم، ضمن تمرکز بر تعریف پیچیده و چندلایه این مفاهیم در خاورمیانه، تاکید دارد نظم و ثبات در این منطقه ضرورتا با توافق یا موازنه قدرتهای بزرگ تامین نمیشود و قدرتهای منطقهای از جمله ایران با اثرگذاری بر مفهوم موازنه از طریق تواناییهای خاص خود یا با تعامل با قدرتهای بزرگ بر این دو مفهوم تاثیرگذار هستند. بر این اساس، مقاله تاکید دارد، همکاری ایران و روسیه برای موازنهسازی در دو سطح کلان در مواجهه با سیاستها و اقدامات بیثباتساز امریکا و در سطح منطقهای با تاکید بر موازنه گسترده منطقهای در تعدیل نظم و تامین ثبات راهبردی موثر است. گرچه سیاست مسکو در این خصوص محدودیتهایی برای تهران ایجاد میکند، اما برخی ابعاد آن از جمله بازدارندگی در برابر رفتارهای بیثباتساز امریکا و متحدان آن در راستای منافع تهران است.

Abstract
|
The purpose of this article is to examine the challenge to hegemonic order in the Middle East and the impact of IranRussia cooperation in redefining order and strategic stability through balancing, focusing on the Syrian crisis. In recent years, the UScentered order in the region has increasingly been challenged, and as a result, strategic stability and balance in the region have changed too. Iran and Russia, either individually or in the form of tactical alliance, have been effective in challenging the hegemonic order and on the state of stability and balance in the region. This article examines the cooperation of the two countries in this field with a realistic view to the concepts of order, stability and balance, and with a systematic approach, considering the interrelationship of these concepts at different levels and regions. Although in many texts, order and strategic stability have been studied at the macro level and in the realm of great powers politics, this article, emphasizing the evolution of international relations and these two concepts and focusing on complex and multifaceted definition of the stability and order in the Middle East, states that stability in this region is not necessarily ensured by agreement or balance between great powers, and regional powers, including Iran, have their own impact on these two concepts by influencing the balance system through their own capabilities or by interacting with great powers. Accordingly, the article emphasizes that IranRussia cooperation for balancing at macro level in the face of US destabilizing policies and actions and at the regional level by emphasizing a broad regional balance system is effective in moderating and ensuring strategic stability. Although Moscow’s policy in this regard imposes restrictions on Tehran, some aspects of it, including deterrence against US and its allies’ destabilizing behavior are in Iran’s favor.
