تحلیلی بر عوامل کلیدی موثر بر توسعه پایدار منطقه‌ای مکران

نهادها و مکان‌های زیستی مختلف به اقتضای ماهیت و کارکردشان استراتژی‌های مختلفی را برای رسیدن به هدف در نظر می‌گیرند؛ هدف نهایی تمام این استراتژی‌ها رسیدن به توسعه پایدار می‌باشد. رسیدن به توسعه در ادوار مختلف همواره مدنظر دولت‌ها، حکومت‌ها و مردمانی که در قالب شهروند و شهرنشین به ایفای نقش می‌پرداخته‌اند؛ بوده است. هدف اصلی توسعه حذف نابرابری‌هاست، بهترین مفهوم توسعه، رشد همراه با عدالت اجتماعی است. مفهوم توسعه تداوم رشد اقتصادی، رشد سریع و ممتد سرانه واقعی، همگام با پیشرفت جامعه است. باتوجه‌به هدف پژوهش که براین‌اساس هدف پژوهش تحلیل عوامل کلیدی موثر بر توسعه پایدار منطقه‌ای مکران است، پژوهش حاضر با بهره‌گیری از روش تحقیق توصیفی - تحلیلی و بر اساس روش‌های علم آینده‌پژوهی با ترکیبی از روش‌های اسنادی و پیمایشی صورت‌گرفته است. در پژوهش حاضر برای شناسایی متغیرهای اولیه موثر بر توسعه پایدار منطقه‌ای مکران پس از مطالعه اسناد بالادستی در حوزه‌های مختلف از روش دلفی دومرحله‌ای استفاده شده است. پژوهش با استفاده از 36 متغیر در قالب 8 حوزه به‌عنوان متغیرهای اولیه موثر بر توسعه پایدار می باشد. یافته‌ها نشان می‌دهد، که درجه پرشدگی ماتریس 61 % است که بیانگر پراکندگی متغیرهای موثر بر توسعه‌یافتگی مکران می‌باشد. بنابراین وضعیت توسعه این منطقه پیچیده چند بعدی و تا حد زیادی مستلزم نقش آفرینی مولفه های مختلف مدیریتی، سیاست گذاری ،اجتماعی و اقتصادی در سطوح مختلف کلان، میانه و خرد می باشد. در واقع تا زمانی که تحولات اساسی در ساختار اقتصادی و مدیریتی منطقه مکران به وجود نیاید و قدرتاقتصادی لازم و تحولات مدیریتی -نهادی موثر صورت نگیرد امکان بهبود در وضعیت توسعه منطقه ای مکران ناممکن می باشد.

an analysis of the key factors affecting the sustainable regional development of makran.

different biological places consider different strategies to reach thegoal according to their nature and function; the ultimate goal of allthese strategies is to achieve sustainable development. the main goalof development is to eliminate inequalities, the best concept ofdevelopment is growth with social justice. the concept ofdevelopment is the continuation of economic growth, rapid andcontinuous real per capita growth, in sync with the progress of society.according to the purpose of the research, which is to analyze the keyfactors affecting the sustainable regional development of makran, thecurrent research has been carried out using the descriptive-analyticalresearch method and based on the methods of future research with acombination of documentary and survey methods. in the currentresearch, two-stage delphi method was used to identify the primaryvariables affecting the sustainable development of makran region afterstudying the upstream documents in different areas. the research wasselected using 36 variables in the form of 8 areas as primary variablesaffecting the sustainable development of makran region. the findingsshow that due to the existence of 36 main variables affecting thedevelopment of makran, the dimensions of the matrix are 36x36. thenumber of repetitions has been considered twice and the degree offilling is 60.88%, which indicates the dispersion of variables affectingthe development of makran. the results show that the regionaldevelopment situation of makran is to a great extent caused by macromanagement,policy, social and economic sectors. in fact, until thefundamental changes in the economic and management structure ofmakran region do not take place and the necessary economic powerand effective management changes are not made, it is impossible toimprove the regional development situation of makran.
