ظرفیت شناسی تحقق پذیری مدیریت یکپارچه شهری با رویکرد آینده نگاری (مطالعه ی موردی کلانشهر تهران)

شهر ظرفی متشکل از عناصر مختلفی است. از آنجا که عملیات شهری در بر گیرنده تعداد زیادی از عناصر مرتبط با یکدیگر در سطوح مختلف تصمیم گیری است، مدیریت یکپارچه شهری جهت ایجاد هماهنگی میان تلاش ها در سطوح مختلف یک ضرورت انکار ناپذیر است. هدف از این پژوهش ارزیابی مدیریت یکپارچه کلانشهر تهران با رویکرد آینده نگاری بوده است. برای این منظور جهت جمع آوری اطلاعات از شیوه اسنادی کتابخانه ای استفاده شده است. در این تحقیق از 24 شاخص در 4 مولفه (دانش و اطلاعات، آموزش و پرورش، مشارکت مردم و شهروندان، مدیریت) بهره برده شده که جهت بررسی ارتباط بین این شاخصها از نرم افزار میک مک استفاده و پیشرانها استخراج شده اند. برای تحلیل پیشرانها و سناریو نویسی از نرم افزار سناریو ویزارد استفاده شده است. نتایج تحقیق نشان می دهد که وضعیت مدیریت یکپارچه در کلانشهر تهران در وضعیت مناسبی قرار نداشته است. سناریوهای استخراج شده در باب مدیریت یکپارچه شهری تهران شامل سناریوهای طلایی، بحرانی و بینابین بوده اند که بنابر نظر کارشناسان امکان تحقق سناریو بحرانی در آینده تهران یکی از بدیل های آینده محسوب می شود. این سناریو بدترین حالت سناریو بوده و برای جلوگیری از تحقق سناریو بحرانی و تقویت روندها گرایش این شهر به سمت بهبود مدیریت یکپارچه و تاحدی همسو شدن با سناریو طلایی پیشنهادهایی ارائه شده است.

Feasibility study of integrated urban management with futuristic approach (Case study of Tehran metropolis)

A city is a container composed of several elements. Since urban operations involve a large number of related elements at different decision levels, integrated urban management to coordinate efforts at different levels is an irrefutable necessity. The purpose of this research was to evaluate the integrated urban management of Tehran with a forwardlooking approach. For this purpose, the documentarylibrary method has been used to collect information. In this research, 24 indicators have been used in 4 components (knowledge and information, education, citizen and citizen participation, management), which is used to check the association between these indicators using the MICCHA software and finally with this software. Proponents have been extracted. Wizard scenario software has been used for analyzing propagators and scenarios. The results of the research show that the integrated management situation in the city of Tehran has not been in a proper position. The extracted scenarios on Tehran’s single urban management include golden scenarios, disasters and intersections, which, according to experts, are likely to materialize the catastrophe scenario in the future of Tehran. This scenario is the worst scenario. To overcome the disaster scenario and the city’s tendency to improve the integrated management and to some extent align with the golden scenario of the proposals.
