بررسی سطح رفاه خانوارهای استان خراسان شمالی با استفاده از منحنی‌های انگل

هدف از این مقاله بررسی تخمین شاخص رفاه خانوارها در استان خراسان شمالی و مقایسه آن با متوسط رفاه خانوارها در کل کشور ایران است. با توجه به تعدد سازمان‌های حمایتی در کشور از جمله سازمان هدفمندسازی یارانه‌ها، سازمان بهزیستی، سازمان تامین اجتماعی، کمیته امداد امام خمینی(ره) و غیره، برای اجرای سیاستهای حمایتی جهت بهبود وضعیت رفاه خانوارها نیاز به یک شاخص کمّی است تا بتوان با استفاده از آن، سیاست‌های حمایتی مطلوب را اعمال نمود. در این مقاله با استفاده از داده‌های درآمد و هزینه خانوار مرکز آمار ایران طی دوره 1384-1393 به بررسی وضعیت رفاه خانوارها با استفاده از شاخص رفاه انگل پرداخته شده است. با لحاظ تاثیر برخی از  متغیرهای جمعیت شناختی خانوارها، منحنی انگل تخمین زده شده است. سطح رفاه همه خانوارهای کشور طی دوره مورد نظر کاهش پیدا کرده و همچنین سطح رفاه خانوارهای استان خراسان شمالی نسبت به کل کشور در طی دوره مورد نظر کمتر بوده است. به طور کلی خانوارهای روستایی سطح رفاه کمتری نسبت به خانوارهای شهری داشته اند. بنابراین با توجه به نتایج این مقاله دولت‌ و سازمان‌های حمایتی باید متغیرهای موثر در وضعیت رفاه خانوارها از قبیل مخارج کل خانوار، محل سکونت خانوار، اندازه خانوار و سایر متغیرهای جمعیت شناختی مهم را مورد توجه قرار دهند.

Investigating the Welfare Status of Household in North Khorasan Province using the Engel Curve

The purpose of this article is to investigate the welfare status of households in northern Khorasan province and compare it with the average welfare of households in the whole country of Iran. Regarding the number of support organizations in Iran such as subsidies targeting organization, welfare organization, social security organization, Imam Khomeini Relief Committee and etc. To implement supportive policies to improve the welfare of households, there is a need for a quantitative index to be able to use that as benchmark applied to supportive policies. In this article, using household income and expenditure data of the Statistics Center of Iran during the period of 20052014, the household welfare status has been analyzed using Engel welfare Index. With regarding to the impact of some demographic variables of households, the Engel curve is estimated. The level of wellbeing of all households in Iran has decreased over the period. Also the level of welfare of households in the northern Khorasan province was lower than the whole country during the period under consideration. In general, rural households have a lower level of welfare than urban households. Therefore, according to the results of this study, governments and supportive organizations should consider the variables that affect the welfare state of households such as total expenditure households, household size, and other important demographic variables.
