تحلیل علل تاخیر در اتمام طرح شبکه‌ی آبیاری و زهکشی با استفاده از ابزار درخت مشکلات: مورد منطقه‌ی خیرآباد

اجرای شبکه‌های آبیاری و زهکشی از جمله بزرگ‌ترین پروژه‌های کشور است که سالیانه مبلغ قابل توجهی از بودجه‌ی عمرانی را به خود اختصاص می‌دهد. علی‌رغم منافع و مزایای متعددی که طراحی و اجرای این شبکه‌ها به دنبال خواهد داشت، به علت طولانی بودن مدت انجام آن‌ها، تهدیدهایی در مسیر موفقیت آن‌ها وجود دارد که باعث عدم دستیابی به اهداف مورد نظر می‌گردد. لذا، در این مطالعه، علل تاخیر در تکمیل و بهره‌برداری پروژه‌ی شبکه‌ی آبیاری منطقه‌ی خیرآباد شهرستان گچساران و میزان تاثیر هر یک از آن‌ها، بررسی شده است. در این پژوهش کیفی که به شیوه‌ی توصیفی تحلیلی انجام گرفت، با استفاده از ابزارهای مشاهده‌ی میدانی، مصاحبه‌ی ساختارمند و پرسشنامه، داده‌های مورد نیاز از سه گروه کشاورزان، شرکت مشاور طرح و کارفرما (شرکت آب منطقه‌ای استان کهگیلویه و بویراحمد)گردآوری شد. مشکل اصلی (تاخیر در تکمیل و بهره‌برداری از شبکه‌)، دلایل بروز مشکل (ریشه‌ها) و پیامدهای ناشی از آن (اثرات)، در قالب درخت مشکلات طراحی گردید. سپس بر اساس آن با بکارگیری درخت اهداف، راهکارهایی جهت بهبود وضعیت موجود و ترسیم وضعیت مطلوب، ارائه‌ شد. نتایج نشان داد که عوامل ضعف مدیریت پیمانکار، عوامل محیطی و عوامل ناشی از کارفرما و مشاور، به ترتیب مهم‌ترین دلایل تاخیر در اتمام پروژه‌ی مذکور هستند. از این رو، با اولویت دادن به توانمندی‌های فنی و مالی در مقایسه با قیمت پیشنهادی پیمانکاران، تهیه‌ی برنامه‌ی زمان‌بندی کلی و گام به گام پروژه و نیز شناسایی فعالیت‌های بحرانی در مراحل انجام پروژه می‌توان کمترین هزینه، کوتاه‌ترین زمان ممکن و بالاترین کیفیت را برای برنامه‌ی توسعه‌ای انتظار داشت.

Analysis of the Reasons for Delay in Completion of Irrigation and Drainage Network Projects Using Problem Tree Tool: The Case of Kheyrabad

Utilizing irrigation and drainage networks are some of the main developmental projects in Iran for which a lot of monetary budgets are annually invested. In spite of different benefits of these projects, delay in operation of them has led to the failure in accomplishing the presupposed objectives. Analysis of the causes of delayed operation of Kheyrabad irrigation network was taken into account as the aim of present study and qualitative research method was used. Furthermore, in order to gather data, research techniques such as deep observation, structured interview and questionnaire were applied. Research clients were three different groups i.e. farmers, consulting company and taskmaster's organization. Based on the problem tree structure, causes of delayed operation and exploitation of the supposed irrigation and drainage system were arranged in a structure consisted of Roots (causes), Stem (main problem) and Branches (consequences). Research findings were organized and analyzed using the problem tree framework. Then, the objective tree was designed based on the problem tree. Results showed that "lack of proper management of contractor", "environmental factors" and "factors related to employer and consultant" were the main reasons of delay respectively. Based on the results of this study, it can be recommended that giving priority to technical and financial resources is more important than the proposed price. Moreover, scheduled and step by step time table and identification of critical stages of project implementation can be really useful in reaching the best quality in such projects.
