تحلیل راهبردی ایجاد پارک علم و فناوری تخصصی کشاورزی

پارک های علم و فناوری از جمله ابزارهای مهم و اساسی دستیابی به اقتصاد دانش‌بنیان است و هدف اصلی آن، کمک به ایجاد شرکت ها و موسسات توسط افراد نوآور کارآفرین است، به نحوی که بتوانند با ریسک کمتر به موفقیت دست ‌یافته و در بازار آزاد ملی و بین‌المللی رقابت نمایند. کشاورزی یکی از بخش های مهم اقتصادی کشور است که نیازمند توسعه فناوری برای غلبه بر چالش‌های موجود است. با توجه به تعداد کم شرکت ها و واحدهای دانش بنیان کشاورزی ضروری است تا با ایجاد یک ساختار حمایتی به رشد و توسعه این واحدها کمک شود. پارک علم و فناوری تخصصی کشاورزی می تواند با بهره گیری از ظرفیت های موجود زمینه این کار را فراهم آورد. هدف این تحقیق تحلیل راهبردی ایجاد پارک علم و فناوری تخصصی کشاورزی است. برای این منظور با بهره گیری از نقطه نظرات کارشناسان، نقاط قوت و ضعف درونی و فرصت ها و تهدیدهای بیرونی ایجاد این پارک شناسایی و راهبردهای توسعه آن معرفی شد. مقایسه فضای درونی و بیرونی پارک علم و فناوری کشاورزی نشان داد که فضای محیط درونی و بیرونی، به ترتیب با ضریب نهایی (0/14) و (0/31) به ترتیب مثبت و منفی می‌باشد. به‌عبارتی در محیط درونی، نقاط قوت و در محیط بیرونی تهدیدها غالب هستند. نتایج اولویت‌بندی راهبردها بر اساس وزن عوامل تشکیل دهنده هر راهبرد نیز نشان داد که راهبردهای رقابتی یا تنوع (st) با وزن 0/0754 در اولویت اول قرار دارد به‌عبارتی ضرورت دارد که فضا برای اجرای سیاست‌های رقابتی و تنوع در جهت احداث پارک علم و فناوری فراهم گردد.

Strategic Analysis of Creating a Specialized Agricultural Science and Technology Park

Science and technology parks are of the most important tools to achieve a knowledgebased economy, and its main purpose is to help innovative entrepreneurs to establish companies and businesses. So that they can succeed and compete in national and international free markets with minimum risk. Agriculture is one of the important economic sectors of the country that needs technology development to overcome the existing challenges. Due to the small number of companies and agricultural knowledgebased enterprises, it is imperative to help the growth and development of these units by creating a supportive structure. Agricultural science and technology park can pave the way for this purpose by taking the advantage of the existing capacities. The purpose of this research was to strategic analysis of establishing specialized agricultural science and technology parks. For this purpose, using the points of view of experts, internal strengths and weaknesses and external opportunities and threats to create these parks were identified and some potential development strategies were introduced. Comparison of internal and external space of agricultural science and technology parks showed that with coefficients 0.14 and 0.31, internal and external spaces are positive and negative, respectively. In other words, strengths prevail in the internal environment and threats in the external environment. The results of prioritizing strategies based on the weight of the constituents of each strategy also illustrated that with a weight of 0.0754, competitive or diversity strategies (ST) ranked in first priority. In other words, it is necessary to provide space for the implementation of competitive or diversity strategies (ST) for the construction of an agricultural science and technology park.
