ارزیابی ظرفیت نهادی شرکت‌های تعاونی روستایی در شهرستان ساری

ظرفیت نهادی مولفه اساسی است که توانمندی تعاونی‌های روستایی را برای سازگاری با تغییرات محیطی و نیز پاسخگویی به نیازهای اعضا و مخاطبان خویش تعیین می‌کند. هدف این تحقیق، ارزیابی ظرفیت نهادی در شرکت های تعاونی روستایی در شهرستان ساری بود. این تحقیق کاربردی با استفاده از روش تحقیق پیمایشی به انجام رسید. جامعه آماری شامل اعضای 14 تعاونی روستایی در شهرستان ساری بود ( n=18812n) که از بین آن‌ها 230 نفر با استفاده از تکنیک نمونه گیری خوشه ای به‌عنوان نمونه انتخاب شدند. برای جمع آوری داده ها از یک پرسشنامه محقق ساخته استفاده شد. روایی پرسشنامه بر اساس دیدگاه گروهی از متخصصان مورد تایید قرار گرفت و پایایی بر مبنای محاسبه ضریب آلفای کرونباخ، برای مقیاس های مختلف بین 0/73 تا 0/92 بدست آمد. نتایج ارزیابی مولفه های ظرفیت نهادی در تعاونی ها نشان داد که مولفه‌ توسعه دسترسی به منابع در سطح خیلی کم، مولفه‌های یادگیری و نوآوری نهادی و کیفیت نهادی در سطح کم، مولفه‌های اثربخشی و کارایی نهادی و ارتباطات و یکپارچگی نهادی در سطح متوسط قرار داشتند. طبق ماتریس همبستگی، رابطه مثبت و معنی داری بین مولفه های ظرفیت نهادی وجود داشت. نتایج تحلیل مسیر نشان داد اثربخشی و کارایی نهادی به‌طور مستقیم تحت تاثیر کیفیت نهادی، توسعه دسترسی به منابع، یادگیری و نوآوری نهادی، ارتباطات و یکپارچگی نهادی بود.

An Assessment of Institutional Capacity of the Rural Cooperatives in Sari County

The institutional capacity of cooperatives is the main component that determines the ability of rural cooperatives in adapting to the changes that occur, also in order to meet needs of the their members and clients.The purpose of this research was an assessment of institutional capacity of rural cooperatives in Sari county. This applied research was carried out using survey research method. The statistical population of this research were consisted of the all members of the 14 rural cooperatives in Sari county (N = 18812), of which 230 were selected using cluster sampling technique. A researchermade questionnaire was used to collect data. The validity of the questionnaire was determined based on experts view and reliability was confirmed based on Cronbach’s alpha coefficient for different scales (from 0.73 to 0.92). The results of assessment institutional capacity components in cooperatives indicated that the component of resource access development were in very low level, components of institutional learning and innovation and institutional quality were in low level, and the components of institutional effectiveness and efficiency institutional communication and integration were in the average level. According to the correlation matrix, there is a positive and significant relationship between the components of institutional capacity. The results of path analysis showed that institutional effectiveness and effectiveness were directly influenced by institutional quality, resource access development, institutional learning and innovation, institutional communication and integration.
