تحول کارکرد محور در ساختار موسسات پژوهشی نهادهای اطلاعاتی

هدف مقاله آن است که با تاکید بر موضوعیت کارکرد موسسات پژوهشی نهادهای اطلاعاتی در عصر جهانی ‏شدن، به این سوال اصلی پاسخ دهد که «ساختار بهینه موسسات پژوهشی نهادهای اطلاعاتی چگونه است؟». با توجه به رویکرد اکتشافی تحقیق ضمن بهره‌گیری از روش دلفی، طی دو مرحله ایده هفت نفر از مدیران ارشد پژوهشی فعال در قلمرو موضوعی تحقیق به همگرایی و اجماع رسید. در این فرایند تغییرات محیط بلافصل، نزدیک و دور ‏سازمان ‏های اطلاعاتی که تحول در نقش و کارکرد موسسات پژوهشی را الزامی نموده است، مورد واکاوی قرار گرفت. در انتها پژوهش به این نتیجه نائل می‌شود که با عنایت به تحولات محیط نزدیک، دور و بلافصل حوزه‌ اطلاعات، ساختار مناسب برای موسسات ‏سازمان ‏های اطلاعاتی اعم از «پژوهشی»، «شرکتی» و «فرهنگی» در گروه دلفی در قالب اقدام «فرایندمحور» است. به طور خاص موسسات پژوهشی از منظر کارکردی از شرکت‌های وابسته و موسسات فرهنگی تمایز پیدا می‌کنند و با کارکردهای چهارگانه ‌«مدیریت دانش»، «حل مسائل دانش‌پایه‌ عملیاتی»، «تولید علم و گفتمان‌سازی» و «انتقال دانش کلاسیک به داخل سیستم اطلاعاتی» بایستی به صورت متمرکز مدیریت شوند.

function-oriented evolution in the structure of research institutions of intelligence agencies

this paper examines the function of research institutions in intelligence agencies in the era of globalization and attempts to answer the primary question: &what is the optimal structure for research institutions in intelligence agencies?& using an exploratory approach and the delphi method, the views of seven senior research managers active in the research subject were examined in two phases. the changes made in intelligence agencies that lead to changes in the role and function of research institutions were also taken into consideration. the paper concludes that considering the changes and developments in intelligence agencies, a &process-oriented& structure is appropriate for their institutions, including &research,& &corporate,& and &cultural& types. research institutions are distinguished from affiliated companies and cultural institutions specifically and from a functional point of view. they should be centrally managed with four functions of &knowledge management,& &solving operational knowledge-based issues,& &producing science and discourse,& and &transferring classical knowledge into the intelligence system.&
