تکنولوژی‏ های جدید و امنیت بین‌المللی: آثار و تحولات

توسعه علم و تکنولوژی در عین آثار مثبت و صلح‌آمیز می‌تواند برای مقاصد نظامی و غیرصلح‌آمیز نیز مورد استفاده قرار گرفته و صلح و امنیت بین‌المللی ر ا به چالش بکشد. در کشمکش میان رویکردهای مختلف برای تامین امنیت ملی و تقویت امنیت بین‏ المللی، رقابت بین خلع سلاح و بازدارندگی همچنان ادامه دارد. یکی از عوامل موثر در تداوم این امر، پیشرفت‏ های علمی و تکنولوژیکی است که در عین کمک به توسعه در ابعاد و سطوح مختلف، مثل بسیاری دیگر از پدیده‌ها در گفتمان‏ های امنیت ملی به طور عام و در محافل خلع سلاح به طور خاص، دیدگاه‏ های موافق و مخالف را دامن زده است. مقاله حاضر سعی می‌کند آثار کاربرد پیشرفت‏ های علمی و تکنولوژیک از جمله هوش مصنوعی، سایبر، الکترومغناطیس، هوا و فضا، تکنولوژی مواد و بالاخره عرصه شیمیایی و بیولوژیک را در تسلیحات و شیوه‌های جنگ از یک طرف و دیدگاه‏ ها و مواضع مربوطه در قالب خلع سلاح و کنترل تسلیحات را از سوی دیگر تببین نماید.

the development of science and technology, while having positive and peaceful effects, can also be used for military and nonpeaceful purposes, and can challenge international peace and security. in the conflict between different approaches to national security and international security, the competition between disarmament and deterrence continues. one of the factors influencing the continuation of this is scientific and technological advances that, while contributing to development in various dimensions and levels, like many other phenomena in national security discourses in general and in disarmament circles in particular. the present article tries to examine the effects of the application of scientific and technological advances such as artificial intelligence, cyber, electromagnetism, aerospace, materials technology and finally the chemical and biological field in weapons and methods of warfare on the one hand and the relevant views and positions in explain the form of disarmament and arms control on the other hand
