فناوری زنجیره قالب‌ها‌ و مسئله‌ مشروعیت دولت‌ مدرن

فناوری بلاک‏چین (زنجیره‌ قالب‌ها) یکی‌ از نوظهورترین‌‌ و یکی‌ از چالش‌برانگیزترین‌ فناوری‌های اطلاعاتی‌ ارتباطی‌ جدید از نظر سیاسی بوده‌ است‌. ساختار زنجیره قالب‌ها‌ به‌گونه‌ای است که دست‏ کم به‌صورت نظری‌ می‌تواند برخی‌ از کارکردها و قابلیت‌های دولت‌ها را تحت‌الشعاع‌ قرار داده و در نتیجه، مشروعیت‌ آنها را به‌ چالش‌ بکشد. این فناوری دارای ویژگی‌هایی است که می‌تواند با توانمندسازی بیش‌ از پیش‌ دولت‌ها یا کمک‌ به‌ فرایندهای تقویت‌ نمایندگی‌ دموکراتیک‌، به عاملی‌ مشروعیت‌بخش‌ بدل شده یا حداقل‌ از بحران‌ مشروعیت‌ دولت‌ها بکاهد. در این‌ مقاله‌ با تفکیک‌‌ دو رویکرد اصلی‌ پیرامون رابطه‌ میان‌ سیاست‌ و زنجیره قالب‌ها‌ (تکنو سیاست‌ زنجیره قالب‌ها‌)، تلاش‌ می‌کنیم‌ آثار احتمالی‌ این‌ فناوری را بر مشروعیت‌ دولت‌‏های مدرن‌ در چهار عرصه حاکمیت‌، اعتماد سیاسی‌، کارامدی و دموکراسی‌ به‌ بحث‌ بگذاریم‌.

blockchain technology has been one of the most emerging and one of the most politically challenging new informationcommunication technologies. the structure of the blockchain is such that it can at least theoretically overshadow some of the functions and capabilities of governments and, as a result, challenge their legitimacy. this technology has features that can become a factor of legitimacy or at least reduce the crisis of legitimacy of states by further empowering governments or assisting in the processes of strengthening democratic representation. in this article, we try to discuss the possible effects of this technology on the legitimacy of modern governments in the four areas of governance, political trust, efficiency, and democracy, by separating the two main approaches to the relationship between politics and the chain of forms (technopolitics: the chain of forms)
