نقش سازمان‏ های اطلاعاتی در کشورداری: از کشف اسرار تا برساختن محیط

این مقاله به دنبال بررسی نقش نهادهای اطلاعاتی در کشورداری است. نویسنده کشورداری را به عنوان فعل ذاتی دولت تعریف می‏ کند و فلسفه وجودی نهادهای اطلاعاتی را نقش ‏آفرینی در کشورداری دانسته و معتقد است که سازمان ‏های اطلاعاتی چهار نقش شناختی، نظارتی، صیانتی واجرایی را در راستای کارامدی کشورداری برعهده دارند. این نوشتار رابطه فعالیت اطلاعاتی و حکمرانی را ارتباط تکوینی می‏ داند و برآن است که فعالیت اطلاعاتی برآمده از الزامات حکمرانی است و حکمرانی نیز بدون فعالیت اطلاعاتی ممکن نیست. نویسنده سه رهیافت نظری تاریخی نسبت به اطلاعات را شامل رهیافت «اطلاعات به مثابه کشف اسرار»، «اطلاعات به مثابه تفسیر اسرار» و «اطلاعات به مثابه ابزاری برای برساختن محیط» درخصوص نقش اطلاعات در حکمرانی ارائه کرده است.

the role of intelligence agencies in state-craft: from discovering secrets to creating an environment

abstractthis article seeks to examine the role of intelligence agencies in statecraft. the authors define statecraft as an intrinsic act of the government and considers the philosophy of existence of intelligence institutions as playing a role in statecraft and believe that intelligence organizations have four cognitive, supervisory, safeguarding and executive roles in order to run an efficient statecraft. this paper considers the relationship between intelligence activity and governance as a developmental relationship and believes that intelligence activity is a requirement of governance and governance is not possible without intelligence activity. the author presents three historical theoretical approaches to information, including &information as the discovery of secrets&, &information as the interpretation of secrets& and &information as a tool for creating the environment& regarding the role of information in governance.
