شبکه مسائل راهبردی ایران و نقش عوامل ساختاری در شکل ‌گیری آن‌ها

بر اساس اصول علمی برنامه‌ریزی و مطالعات راهبردی طرح عناوین گسترده‌ای از مسائل نه تنها راه‌گشا نیست، بلکه ممکن است موجب سردگمی در تصمیم‌گیری و از بین‏ رفتن منابع محدود و کمیاب کشور در تخصیص و اقدام شود. در این پژوهش تلاش شده است که با استفاده از نظرات کارشناسان مختلف و بهره‌گیری از نرم‌افزار میک‌ مک و سنجش درهم‌ کنشی این مسائل بر همدیگر، مسئله‌ها را از منظر جایگاه تاثیرگذاری و تاثیرپذیری مشخص و راهی پیش پای تصمیم‌گیرندگان برای اولویت‌بندی و تصمیم‌گیری قرار داد. یافته‌های این پژوهش نشان می‌دهد که سه مسئله «ناسازگاری سیاست خارجی ایران با نظام بین‌الملل»، «پرونده هسته‌ای» و «مناسبات ایران و آمریکا» مهم‌ترین مسائلی هستند که در شکل ‌گیری و تشدید سایر مسائل، نقش تاثیرگذار برجسته‌ای دارند و بیش از سایر مسائل بر امنیت ملی ایران تاثیرگذارند.

Iran Strategic Issues Network and the role of structural factors in their formation

Based on the scientific principles of planning and strategic studies, designing broad headings of issues facing governments is not only not helpful, but may also lead to confusion in decisionmaking and the loss of the country’s scarce resources in allocation and action. In this research, using the opinions of different experts and using MICMAC software and measuring the interaction of these issues with each other, an attempt has been made to prioritize the issues from the perspective of a specific position of influence and influence and a way for decision makers to prioritize and make decisions. The findings of this study show that the three issues of &Iran’s foreign policy incompatibility with the international system&, &nuclear case& and &IranUS relations& are the most important issues that play a significant role in shaping and intensifying other issues. They affect Iran’s national security
