چکیده
|
هرچند سیاست کنترل تسلیحات آمریکا پس از 11 سپتامبر در دولت‌های بوش، اوباما و ترامپ از منظر نظریه‌های مختلف بررسی شده، اما خلا بررسی مقایسه‌ای مبتنی بر چارچوب نظری مشترک در مشهود است. پرسش اصلی این مقاله عبارت از این است که وجوه اشتراک و افتراق سیاست کنترل تسلیحات آمریکا در دوره‌های بوش، اوباما و ترامپ کدامند؟ بر اساس فرضیه مقاله، جهت‌گیری کنترل تسلیحات در سیاست خارجی آمریکا در دوره بوش در قالب «سیاست فراکنترل تسلیحات»، در سال‌های زمامداری اوباما، در چارچوب «سیاست کنترل تسلیحات برون‌بوم» و در دوران ترامپ «سیاست ناکنترل تسلیحات» بوده است. سیاست فراکنترل تسلیحات باعث اتخاذ اقداماتی فراتر از اقدامات معمول کنترل تسلیحات؛ سیاست کنترل تسلیحات برون‌بوم منجر به تاکید بر رژیم‌های بین‌المللی؛ و سیاست ناکنترل تسلیحات باعث اتخاذ اقداماتی در راستای کاهش هزینه‌ها شد. در این مقاله، از نظریه رفتار موازنه‌ای «راندال شوئلر» به عنوان یکی از اندیشمندان نظریه رئالیسم نوکلاسیک بهره گرفته شده و روش پژوهش نیز مقایسه‌ای است.

Abstract
|
Although the post9/11 US arms control policy in the Bush, Obama, and Trump administrations has been viewed from different perspectives, a comparison gap based on a common theoretical framework is evident. The main question of this article is what are the commonalities and differences between the US arms control policy during the Bush, Obama and Trump eras? According to the article hypothesis, the direction of arms control in US foreign policy during the Bush era was in the form of &postarms control policy&, during the Obama administration, within the framework of &offshore balance arms control policy& and during the Trump era, &noarms control policy&. The postarms control policy leads to measures beyond the usual arms control measures; offshore balance arms control policy have led to an emphasis on international regimes; And t noarms control policy led to measures to reduce costs. In this article, the theory of balanced behavior of &Randall Schuler& as one of the thinkers of the theory of neoclassical realism is used and the research method is comparative.
