فرهنگ استراتژیک عربستان سعودی

با اینکه واقعیت‏های ژئوپلیتیک و ملاحظات امنیتی همواره نقش اساسی در تعیین رفتارهای سیاسی و تصمیمات استراتژیک عربستان داشته‏اند، اما سیاستمداران سعودی در سال‏های اخیر رفتارهایی بروز داده‏اند که بیش از آنکه ناشی از این مبانی باشد، متاثر از هنجارهای فرهنگی و مولفه‏های هویتی شکل‏دهنده به تصمیمات سیاسی و استراتژیک یا به عبارت دیگر «فرهنگ استراتژیک» آن‏ها بوده است. با توجه به اهمیت این موضوع، در این مقاله تلاش می‏شود تصویری از فرهنگ استراتژیک عربستان سعودی ارائه شود. پرسش اصلی این است که عوامل، مبانی و عناصر شکل‏دهنده به فرهنگ استراتژیک عربستان کدامند و چه تاثیری بر رفتار استراتژیک این کشور داشته‏اند؟ در پاسخ به این پرسش، ابتدا چارچوبی نظری از فرهنگ استراتژیک ارائه می‏شود و سپس بر اساس آن، به شناسایی عوامل محیطی و عناصر و مولفه‏های سازنده فرهنگ استراتژیک عربستان سعودی پرداخته می‏شود تا در نهایت تاثیر آنها بر رفتار استراتژیک این کشور مشخص شود.

Saudi Arabia’’’’s Strategic Culture

Although the geopolitical and security concerns have a great importance to diplomatic action and strategic decision making, the Saudi politicians have recently acted in a way that mare than these concerns, it is their cultural norms and identity that affects those decisions and this shapes their strategic culture. Given the importance of the said fact, the paper attempts to provide a clear picture of the Saudis strategic culture and in this way the main question is that what those elements and their influences are in this strategic culture. To answer these questions first a theoretical framework is offered to explain the strategic culture and then the elements and foundation of the Saudi strategic culture are identified and finally their influence on this culture will be discussed.
