تحول گفتمانی حکمرانی امنیت ملی در جمهوری اسلامی ایران

با وجود اینکه گفتمان انقلاب اسلامی با گفتمان پهلویسم به‏عنوان «دیگر» معرفتی خود دارای گسست و در درون خود دارای پیوست بود، اما در طول زمان و در مواجهه با گفتمان‏ های معرفتی مختلف دستخوش تغییر و تحول شد و خرده‏ گفتمان‏ های مختلفی در چارچوب آن شکل گرفت که هر یک تاثیر خاصی بر حکمرانی امنیت ملی در ایران داشته ‎اند. در این مقاله با تمرکز بر تفاوت میان خرده‏ گفتمان‎ های شکل‏گرفته در درون گفتمان انقلاب اسلامی، این پرسش مطرح شده که تحول در خرده ‏گفتمان‏های انقلاب اسلامی چه تاثیری بر حکمرانی امنیت ملی در ایران داشته است؟ در پاسخ به این سوال، با استفاده از منابع کتابخانه‏ ای و تحلیل اسناد ثانویه مرتبط موجود، ضمن بررسی تحولات در گفتمان انقلاب اسلامی، اصول و مبانی و همچنین آثار و پیامدهای هر خرده‏ گفتمان بر حکمرانی امنیت ملی در ایران مورد تجزیه و تحلیل قرار می‎ گیرد. فرضیه‏ ای که در این مقاله مورد آزمون قرار می‏ گیرد، این است که تحول گفتمانی حکمرانی امنیت ملی در جمهوری اسلامی ایران با وجود تکوین الگوی حکمرانی خاص جمهوری اسلامی، باعث تضعیف اجماع و شکل‏گیری قطب‏ بندی و تعارض در جامعه و ساختار و نهادهای امنیت ملی شده است.

Evolution of National Security Governance Discourse in the Islamic Republic of Iran

Although the discourse of the Islamic Revolution had an epistemologicaldisconnection with the discourse of Pahlavism as &other discourse& and had acoherence within itself, but over time and in confronting with different epistemologicaldiscourses, it was affected by changes and many subdiscourses were formed, each ofwhich had a special impact on the governance of national security in Iran. In thisarticle, focusing on the differences between the subdiscourses formed within thediscourse of the Islamic Revolution, the question has been raised that what are theeffects of these subdiscourses on the national security governance? In response to thisquestion, using library resources and analysis of existing relevant secondarydocuments, while examining developments in the discourse of the Islamic Revolution,the principles and foundations as well as the effects and consequences of each subdiscourseon the national security governance in Iran are analyzed. The hypothesisexamined in this article is that the evolution of the discourse of national securitygovernance in the Islamic Republic of Iran, despite the development of a specificgovernance model of the Islamic Republic, weakens consensus and forms polarizationand conflict in society and also national security structures and institutions.
