چکیده
|
بسیاری از صاحبنظران بر این باورند که شفافیت، دسترسی بیشتر به اطلاعات و جریان بهتر اطلاعات با افزایش میزان پاسخگویی حکومتها و مقامات رسمی، فساد را کاهش داده و حکمرانی را بهبود میبخشد و بهبود حکمرانی هم به پایداری آن میانجامد. در سالهای اخیر، رخدادهایی نظیر حقوق و مزایای غیرمتعارف، اعطای ملک و امتیازات خارج از ضوابط در شهرداریها، شیوه ارائه ارز با نرخ دولتی به واردکنندگان کالا و... بیانگر وجود رویههایی غیرشفاف بودهاند که در غیاب اطلاعات شفاف و نیز عملکرد ناقص سازمانهای ناظر میسر شدهاند. در این مقاله، پس از تاملی درباره اهمیت دسترسی آزادانه به اطلاعات در بهبود کارآمدی حکمرانی، نشان داده میشود که وضعیت دسترسی به اطلاعات در ایران هنوز از جایگاه مطلوب فاصله دارد و نهادهای نظارتی نیز با تعدد و تداخل وظایف مواجه هستند. سپس، پیشنهادهایی برای بهبود انتشار اطلاعات و عملکرد ساختارهای موجود نظارتی در کشور ارائه شده است.

Abstract
|
Many experts believe that transparency, greater access to information, and better flow of information help increase the accountability of governments and state officials and eventually help stem corruption and improve governance, which leads to an establishment’s sustainability. In recent years, things such as unjustifiably high salaries and benefits, unjustifiable provision of properties and extra benefits at municipalities, the manner in which governmentsubsidized foreign currency is provided to importers of goods, etc are an indication of notsotransparent processes, which are the result of lack of transparent information and flawed performance of supervisory organizations. This article discusses the important role of free access to information in improving the efficiency of governance and demonstrates that access to information in Iran is not as it should be and that supervisory organizations face a conflict and multiplicity of responsibilities. It also puts forward some proposals that could help improve information dissemination and supervisory structures in the country.
