همگرایی و واگرایی فراآتلانتیکی در امنیتی‏ سازی جمهوری اسلامی ایران؛ روندها و الگوها

نویسندگان این مقاله با طرح این سوال که دوری و نزدیکی مواضع آمریکا و اروپا به یکدیگر در برابر جمهوری اسلامی ایران ریشه در چه مسائلی دارد، ضمن بررسی روندها و تجارب موجود، این فرضیه را مطرح کرده‏اند که میزان همگرایی و واگرایی آمریکا و اروپا در مورد جمهوری اسلامی ایران به موفقیت آمریکا در امنیتی‏سازی ایران برای اروپا بستگی دارد. به میزانی که آمریکا در این زمینه موفق شده، اروپا را بیشتر با خود همراه کرده و همگرایی‏ آن‏ها در رابطه با ایران افزایش یافته است. تناسب راهبردها و سیاست‏های اروپا و آمریکا و همراهی رهبران آنها، میزان پذیرش مرجعیت آمریکا و مقبولیت آن نزد اروپایی‏ها در دوره‏های مختلف و سیاست خارجی جمهوری اسلامی ایران مواردی هستند که در پذیرش یا نپذیرفتن این کنش امنیتی‏سازی توسط اروپا و در نتیجه همگرایی یا واگرایی فراآتلانتیکی در رابطه با ایران نقش داشته‏اند.

Transatlantic Convergence and Divergence on Securitization of Islamic Republic of Iran: Trends and Patterns

This article explores the underlying factors behind the convergence and divergence of views of the United States and Europe on the Islamic Republic of Iran. In addition to investigating past trends and experiences, the authors have put forward the theory that the extent of divergence and convergence of the US and Europe on Iran depends on the level of Washington’s success in presenting the Islamic Republic as a security threat to Europe. The more success the US has achieved in this regard, the closer their views have been on the Islamic Republic. Similarities in strategies and policies adopted by Europe and the US, the alliance between their leaders, the extent to which they approve of each other’s policies under different administrations and the Islamic Republic of Iran’s foreign policy are factors which determine whether Europe would align itself with the US that could eventually lead to either a transatlantic divergence or convergence on Iran.
