بررسی سیاست اصلاحات قلمروهای مدیریت محلی در ایران

از نظر نویسندگان این مقاله، تفرق سیاسی و عملکردی، ضعف سازوکار هماهنگی و همکاری بین مدیران و مسئولان، بی‏توجهی به کارایی و اثربخشی اقتصادی، ابهام قانونی در نظام تقسیمات کشوری، ضعف در حوزه مشارکت مردمی و از همه مهم‏تر فقدان سیاست مشخص و برنامه‏ریزی‏شده در تصمیم‏گیری‏ها درباره تجزیه یا ادغام قلمروها ازجمله پیامدهای سیاست قلمرویی وضع موجود ایران است. براین‏اساس، اگر سیاست ادغام قلمروها به‏صورت برنامه‏ریزی‏شده و با واگذاری برخی اختیارات به سطوح محلی و کاهش رایزنی‏های سیاسی و تاثیر عوامل غیررسمی همراه باشد، می‏تواند برای برخی از حوزه‏های قلمرویی ایران مناسب باشد.

A Study of Reform Policy for Local Management Zones in Iran

The authors of this article maintain that the current territorial policy in Iran has resulted in a number of issues, including political and functional divisions, flawed mechanisms for coordination and cooperation between managers and officials, disregard for economic efficiency and effectiveness, legal ambiguity in the system of administrative divisions in the country, lack of public participation, and, most importantly, lack of a clear and wellcrafted policy for making decisions about dividing or merging territories. In light of the abovementioned issues, it can be said that the merger of territories could contribute positively to some territorial divisions in Iran if it is carried out in a wellplanned manner, some authority is delegated to local bodies, fewer political consultations are made, and the influence of unofficial factors becomes less strong.
