برخورد نقش‌ها در خاورمیانه و تنش در روابط آمریکا و ترکیه

این مقاله به دنبال فهم نظام مند چرایی تنش در روابط آمریکا و ترکیه، از طریق ایجاد رابطه معنادار بین تحولات ساختاری در نظام بین الملل و تغییر در روابط هژمون در حال افول با یک قدرت منطقه ای درحال ظهور در خاورمیانه است. فرضیه مقاله این است که بی ثباتی در روابط آمریکا و ترکیه خروجی گذار از نظم آمریکایی پساجنگ سرد به بی‏نظمی پساآمریکایی در ژئوپلیتیک خاورمیانه است. در واقع، تحول در موازنه قدرت بین المللی موجب تغییر در برداشت رهبران ایالات متحده از نقش خاورمیانه ای آمریکا و کاهش تعهدات راهبردی آن در شکل دهی به نظم ژئوپلیتیکی این منطقه شده است. تغییر در نقش خاورمیانه ای آمریکا موجب تغییر در برداشت آنکارا از نقش خاورمیانه ای ترکیه و پیگیری راهبردهای مستقل از متحدان غربی برای بازتعریف جایگاه خود به‏عنوان قدرت منطقه ای نظم ساز شده است. بنابراین، برخورد نقش های خاورمیانه ای دو متحد سنتی در وضعیت گذار نظام بین الملل می‏تواند منطق تنش و بی ثباتی در روابط آمریکا و ترکیه را تبیین کند. نظریه نقش، چارچوب نظری مقاله است که بر اساس آن تغییر نقش قدرت خارجی در یک منطقه منجر به ساختار اجتماعی متفاوت در نظم ژئوپلیتیکی آن منطقه و درنتیجه تغییر و تطبیق در نقش قدرت های منطقه ای می‏شود.

The Clash of Roles in the Middle East; Understanding the Tension in US-Turkey Relations

This article seeks to provide a systematic understanding of tension in USTurkish relations by creating a link between structural changes in the international system and changes in a declining hegemon relationship with an emerging regional power in the Middle East. The hypothesis of the paper is that the instability in USTurkish relations is the output of the transition from the postCold American order to the postAmerican disorder in the geopolitics of the Middle East. Indeed, the shift in the balance of international power has changed US leaders’ perceptions of America’s Middle East role and reduced its strategic commitment to shaping the region’s geopolitical order. This has changed Ankara’s perception of Turkey’s Middle East role and pursuing independent strategies to redefine its status as an ordermaker regional power. Therefore, the collision of Middle Eastern roles of the two traditional allies in the context of transition in international system can explain the logic of tension and instability in USTurkish relations. Role theory is the theoretical framework of this paper upon which changing the role of exterior actor in a region results in a different social structure in the geopolitical order of that region and consequently change in the role of regional powers.
