بررسی مقایسه‏ ای استراتژی‌های امنیت ملی آمریکا در قرن بیست‌و‌یکم

این مقاله از طریق بررسی مقایسه‏ ای پنج استراتژی‌ امنیت ملی اخیر آمریکا، شیوه قالب‌بندی و توجیه عناصر اصلی سیاست‌های امنیتی و خارجی این کشور را در دولت‌های بوش، اوباما و ترامپ با یکدیگر مقایسه کرده است. دولت‏های بوش و اوباما در تعریف کلی مسئلۀ تهدید و چالش‌های پیش روی آمریکا با هم اختلاف داشته‌اند، اما عمدتاً در زمینۀ اهداف امنیت ملی هم‌نظر هستند. اختلاف اساسی آنها در زمینۀ اهمیت نسبی نظم بین‌الملل است. همچنین، استراتژی‌های امنیت ملی بوش و اوباما دربارۀ ابزارها و رویکردهای سیاست خارجی تا حد زیادی (منهای جنگ پیش‌دستانه) شبیه یکدیگرند. این در حالی است که در دولت ترامپ، زبان بیان مسئله (شناسایی تهدیدها) و ارائۀ اهداف و رویکردها تغییر کرده است و در پرتو واقع‌گرایی اصولی و خوداتکایی ملل، استراتژی «اول آمریکا» با نفی مسئولیت‌های بین‌المللی، کاستن از تعهدات نظامی، حمایت‌گرایی اقتصادی و تحریم و همچنین کاربست ملی‌گرایی، تفاوت قابل توجهی را منعکس می‌کند.

A Review of US National Security Strategies in the 21st Century (with Emphasis on the Trump Administration)

This article will discuss and compare The United States national security strategies over the past two decades. With focusing on three general considerations of &problem definition,& &goals,& and &approaches& in US national security strategies, the authors believe that there is a significant link between the Bush administration and the Obama administration national security strategies especially in definition of national security goals. This is also correct about foreign policy instruments (such as the alliances, coalitionbuilding and multilateralism) exception the preemptive war, of course.  The remarkable difference between of them is about the relative importance of international order. During the Trump administration the language of problem definition, goals and tools has changed significantly. In light of the principled realism and sovereignty of the nations, the Trump’s NSS reflects a significant difference and emphasizes on the America First strategy, protectionism, reject the international responsibilities, diminishing military commitments and unilateralism.
