الگوهای ساخت مرکز و روندهای توسعه منطقه‎ ای (نگاهی به تجربه ایران)

هدف این پژوهش، پاسخ به این پرسش است که به لحاظ نظری و نیز با توجه به تجربه تاریخ معاصر ایران، چه ارتباطی بین الگوی ساخت مرکز و توسعه منطقه‌ای وجود دارد. فرضیه مقاله به این صورت مفهوم‎بندی شده است که تکوین و ساخت غیرتعاملی مرکز و نقش‌‏نداشتن پیرامون در این فرایند، موجب پدیداری الگوی توسعة ملی نامتوازن شده؛ که مهم‏ترین پیامد آن، شکل‌گیری موقعیت «مرکزپیرامون» در مناسبات سیاسی و اقتصادی در کشور بوده است. از نظر روش‌‏شناسی، نویسنده از روش «تبیین نظری قیاسی» و راهبرد پژوهشی «پس‌کاوی» برای تحلیل مکانیزم‌‏های علّی موثر بر متغیر وابسته بهره گرفته است. همچنین، رویکرد مقاله برای تبیین روابط دو متغیر «الگوی ساخت مرکز» و «توسعه منطقه‎ای» در ایران، جامعه‌شناسی تاریخی است. بر این اساس، بخش اول مقاله به بررسی مبانی مفهومی و نظری «ساخت مرکز»، «منطقه» و نظریه «مرکزپیرامون» می‎پردازد. بخش دوم، مولفه‎های موثر و روندهای تاریخی و جامعه‌شناختی چگونگی تکوین ساخت مرکز یا دولت مدرن در ایران را تحلیل کرده و در وارسی و آزمون فرضیة پژوهش نیز تاثیر الگوی خاصی از ساخت مرکز و حکمرانی ملی بر تکوین نظام مدیریت منطقه‌ای و توسعه منطقه‎ای تحلیل می‏شود.

Center-oriented Patterns and Regional Development Trends (A Look at Iran’s Experience)

The purpose of this study is to answer the question that theoretically and according to the experience of contemporary Iranian history, what is the relationship between the Centeroriented Patterns and regional development. The hypothesis of the article is that the development and noninteractive construction of the center and the lack of a role for periphery in the process have led to the emergence of a pattern of unbalanced national development. The most important consequence of this has been the formation of a ¢erperiphery& position in political and economic relations in Iran. From a methodological point of view, the author has used the method of &deductive theoretical explanation& and research strategy &retrospective& to analyze the causal mechanisms affecting the dependent variable. Also, the approach of the article to explain the relationship between the two variables &Centeroriented Patterns& and ®ional development& in Iran is historical sociology. Accordingly, the first part of the article examines the conceptual and theoretical foundations of &Centeroriented Pattern&, ®ion& and ¢erperiphery& theory. The second part analyzes the effective components, historical and sociological trends of how the construction of the center or modern government in Iran evolved.
