امنیت رژیم و منطق اتحادها در خاورمیانه

این مقاله به‏ دنبال فهم نظام‏ مند منطق اتحادهای ناپایدار در خاورمیانه پساانقلاب‏ های عربی است. دولت‏ های خاورمیانه بر چه اساسی وارد اتحاد با یکدیگر می ‏شوند و رفتار ائتلاف‏ سازی سیال آنها تحت تاثیر چه متغیرهایی است؟ برخلاف رویکردهای جریان اصلی در تبیین ماهیت اتحادها، متغیرهایی همچون موازنه قدرت، آنارشی، هویت و تهدیدات خارجی به ‏تنهایی قادر به فهم سازوکارها و پیچیدگی‏ های تجربی رفتار اتحادسازی دولت‏ های خاورمیانه نیستند. مقاله حاضر با بهره‏ گیری از نظریه‏ های اتحاد در روابط بین‏ الملل، چارچوب تلفیقی «امنیت رژیم» را به عنوان رویکرد آلترناتیوی در فهم ریشه‏ های اتحاد در خاورمیانه پیشنهاد می‏ کند. به ‏رغم تحول در محیط بین ‏المللی و منطقه ‏ای، منافع اصلی برای هر کدام از دولت‏ های خاورمیانه هنوز تامین بقا و امنیت رژیم سیاسی آنهاست. در واقع، گزینه‏ های روابط خارجی و اتحادسازی دولت‏ های خاورمیانه مبتنی بر کنش پویای آنها به ‏منظور حفظ امنیت رژیم حاکم در مقابل تهدیدات بالقوه داخلی و خارجی است. در چنین شرایطی، اتحادها به عنوان ائتلاف‏ های فراملی میان متحدان بالقوه برای تامین بقای رژیم‏ های سیاسی فرمول‏ بندی می‏ شود. در راستای آزمون ایده اصلی مقاله، به بررسی موردی ائتلاف ‏های منطقه‏ ای خاورمیانه پرداخته می‏ شود.

Regime Security and the Logic of Alliances in the Middle East

This article seeks to systematically survey the logic of unstable alliances in the Middle East after the Arab revolutions. On what basis do the governments of the Middle East enter into alliances with each other and what variables influence their fluidforming coalition behavior? Contrary to mainstream approaches to explaining the nature of alliances, variables such as balance of power, anarchy, identity, and external threats alone are unable to understand the empirical mechanisms and complexities of Middle Eastern governments’ unifying behavior. Using theories of alliance in international relations, the present paper proposes an integrated framework of ®ime security& as an alternative approach to survey the roots of alliance in the Middle East. Despite the changes in the international and regional environment, the main interests of each of the Middle Eastern governments are still to ensure the survival and security of their political regime. Indeed, the foreign relations and alliance options of Middle Eastern governments are based on their dynamic action to secure the ruling regime in the face of potential internal and external threats. Under such circumstances, alliances are formulated as transnational coalitions between potential allies to ensure the survival of political regimes. For test of the main idea of the article, case studies of regional alliances in the Middle East is discussed.
