راهبرد بهینه ج.ا.ایران در فرآیند دولت- ملت‌سازی سوریه با استفاده از روش دانا

به‏ رغم کامیابی ج.ا.ایران در جلوگیری از سقوط نظام سیاسی سوریه در عرصه نظامی، تداوم دستاوردهای کشور در این رابطه نیازمند راهبردپردازی جامع و مبتنی بر ملاحظه نقش‌آفرینی سایر بازیگران دخیل در بازی سوریه است. این مقاله مدعی است که تداوم دستاوردها نیازمند نقش‌آفرینی در فرایند دولت ملت‌سازی پس از منازعه در سوریه است. نویسندگان با استفاده از روش دانا به‏ عنوان راهکاری برای راهبردپردازی تلاش کرده اند راهبرد بهینه را بر مبنای مدیریت تعارض و تضاد میان بازیگران طراحی کنند. در واقع، این روش به دنبال آن است که منافع ج.ا.ایران را در بازی با حاصل جمع مثبت برای اکثر بازیگران دخیل در سوریه محقق کند. یافته‏ های تحقیق نشان می ‏دهد که راهبرد بهینه ج.ا.ایران در فرایند دولتملت‌سازی سوریه باید واجد این شاخص ‏ها باشد: پذیرش نظام سیاسی سکولار، پذیرش ناسیونالیسم عربی، تقویت حزب بعث در کنار تشویق تحزب غیرهویتی، تقویت پارلمان در برابر ریاست جمهوری، کاهش نفوذ دستگاه‏ های امنیتی، استقلال قوه قضائیه از حزب بعث، تشویق اقتصاد نیمه سوسیالیستی، جلوگیری از تقسیم قوا بر اساس مدل لبنانی و عراقی و  مخالفت با فدرالیسم.

DANA method as a tool for strategy Making A case study of the strategies of the Islamic Republic of Iran in the process of state-nation building in Syria

There are several ways for strategy making that are traditionally used by researchers and organizations. In some cases, strategy making using conventional methods has methodological challenges. In this research, the dynamic actor network analysis (DANA) method should be used for strategy making. For this purpose, a case study of the strategies of the Islamic Republic of Iran in the Syrian nationstatebuilding process was selected. In this study, a case study strategy was used and the required data were collected by documentary study method and expert panel and analyzed using dynamic actor network analysis. The results of this study showed that the strategies of the Islamic Republic of Iran for nationbuilding in Syria include: accepting a secular political system, accepting Arab nationalism, strengthening the Ba’ath party along with encouraging nonidentity parties, strengthening parliament against the presidency, strengthening the role of the army in politics and reducing The influence of the security agencies, Independence of the judiciary from the Ba’ath party, Encouraging the semisocialist economy, Prevent the division of forces based on the Lebanese and Iraqi models, and Opposition to federalism.
