مسئله شناسی پیشرفت و امنیت در منطقه جنوب شرق کشور مبتنی بر تحلیل شبکه مسائل

نگاهی به فرازوفرودهای اجتماعی، فرهنگی، سیاسی و امنیتی استان استراتژیک سیستان و بلوچستان، نمایانگر وجود مسئله های متنوع در لایه های گوناگون آن بوده است. منطقه جنوب شرق ایران مزایای راهبردی بی نظیری همانند سواحل مکران، محصولات متنوع کشاورزی و میوه های با قابلیت صادرات، صنایع دستی روستایی و معادن غنی دارد. این پژوهش ضمن رصد و احصاء صدها مسئله در منطقه جنوب شرق، سعی دارد به این پرسش پاسخ گوید که «مسائل حیاتی تاثیرگذار بر توسعه و امنیت استان سیستان و بلوچستان مبتنی بر تحلیل شبکه مسائل چیست؟» لذا با هدف شناسایی مسائل اولویت دار استان و بررسی ریشه ها و موانع موجود، مبتنی بر یافته های حاصل از تحقیق و تتبع، به اصلی ترین راهکارهای اجرایی پرداخته شد. شواهد و قرائن در دهه های اخیر گویای سطح عمیق اثرگذاری مسائل استان بر مدار حرکت توسعه در استان بوده است. برای شناسایی مسئله ها و روش تحلیل ساختاری با هدف دسته بندی و تعیین اولویت مسائل از روش تحلیل محتوای کیفی استفاده شد. در این پژوهش با 113 نفر شامل 58 نفر از مقامات (دولتی، نظامی، انتظامی، امنیتی)، 20 فعال مدنی و بخش خصوصی و 20 استاد دانشگاه و 15 نفر از افراد شاخص قومی - مذهبی استان، مصاحبه انجام شد و تعداد 176 مسئله و ریزمسئله از جامعه هدف استخراج شد که در نهایت 88 مسئله اصلی شناسایی شد. بر اساس یافته های پژوهش تعداد 5 مسئله اولویت دار تعیین شد که عبارتند از موانع تحقق اقتصاد مقاومتی، ترسیم چهره نامناسب از استان نزد افکار عمومی، عدم وجود وفاق و همدلی بین مدیران، عدم وجود امنیت پایدار و عدم توجه به اهمیت جایگاه استان در عرصه ملی. در نهایت ضمن ترسیم مسئله در ابعاد مختلف، پیامدها و اثرات آن ذکر شده است.

Problemology of progress and security in the southeastern region of the country based on network analysis of issues

A look at the social, cultural, political and security of the strategic province of Sistan and Baluchestan has shown the existence of various issues in its various layers. The southeast region has unique strategic advantages such as Makran beaches, diverse agricultural products and exportable fruits, rural handicrafts and rich mines. This study, while monitoring and counting hundreds of issues in the southeastern region, tries to answer the question: What are the critical issues affecting the development and security of Sistan and Baluchestan province based on the analysis of the issue network? Therefore, with the aim of identifying the priority issues of the province and addressing the existing roots and obstacles, based on the findings of research and followup, the main executive strategies were addressed. Evidence in recent decades has shown the profound level of impact of the province’s issues on the development movement in the province. Based on qualitative content analysis method to identify problems and structural analysis method to categorize and prioritize problems. In this study, 113 people, including 58 officials (government, military, law enforcement, and security), 20 civil and private sector activists, 20 university professors and 15 ethnicreligious figures of the province, were interviewed and 176 issues and details were extracted from the target population and finally 88 main problems were identified. According to the research findings, 5 priority issues are obstacles to the realization of the resistance economy, drawing an inappropriate image of the province in public opinion, lack of consensus and empathy between managers, lack of sustainable security and lack of attention to the importance of the province in the national arena. Finally, while drawing the problem in different dimensions, its consequences and effects have been mentioned.
