شناسایی و اولویت‌بندی چالش‌ها و فرصت‌های کارآفرینی روستایی: مطالعه موردی دهستان‌های باقران، القورات و شاخن شهرستان بیرجند

فعالیت های کارآفرینی عاملی مهم در توسعه روستایی به‏شمار می رود. همچنین، کارآفرینی روستایی نقشی فزاینده در توسعه منطقه ای دارد. با این حال، تحقیقات پیشین تنها به بررسی چشم انداز اقتصادی توسعه روستایی پرداخته و کمتر به اهمیت کارآفرینی روستایی پرداخته اند. از سوی دیگر، شناسایی چالش ها و فرصت های کسب وکار برای کارآفرینان در مناطق روستایی بسیار اهمیت دارد. از این رو، هدف پژوهش حاضر شناسایی و اولویت بندی چالش ها و فرصت های پیش روی کارآفرینان روستایی ساکن در دهستان های باقران، القورات و شاخن واقع در شهرستان بیرجند بود. نمونه آماری تحقیق شامل سی نفر از کارآفرینان و صاحبان کسب‌وکار بوده، که از طریق روش نمونه گیری کوکران انتخاب شدند. روش گردآوری داده ها از نوع اسنادی و پیمایشی (کتابخانه ای، میدانی، مصاحبه و پرسشنامه) بود و برای شناسایی چالش ها و فرصت ها و تجزیه‌وتحلیل نظرات خبرگان، از روش دلفی استفاده شد. نتایج تحلیل مقایسه ای نشان داد که فرصت های موجود شامل موقعیت روستایی، محیط طبیعی، رقابت، سرمایه اجتماعی و دسترسی به ارتباطات و زیرساخت هاست؛ افزون براین، چالش های موجود شامل تامین مالی دولت، یکپارچگی کارکنان، روابط اجتماعی، محدودیت بازار و نیروی کار غیرماهر است.

Identifying and Prioritizing the Challenges and Opportunities of Rural Entrepreneurship: A Case Study of Bagheran, AlQurat and Shakhen Subdistricts in Birjand County of Iran

Entrepreneurship activities are an important factor in rural development. In addition, rural entrepreneurship has a growing role in regional development. However, previous researches have only looked at the economic prospects for rural development. On the other hand, identification of business challenges and opportunities for entrepreneurs is of great importance. In this regard, this study aimed at identifying and prioritizing the challenges and opportunities of entrepreneurs in rural areas of South Khorasan province of Iran. The required data were gathered in documentary and survey methods  through library sources, interviews and questionnaire. The statistical population consisted of all rural entrepreneurs residing in Bagheran, AlQurat and Shakhen subdistricts of Birjand County. The statistical sample included 30 entrepreneurs and business owners in the studied area in 2018 that were selected in a random sampling method using Cochran formula. Furthermore, the Delphi method was used to identify the challenges and opportunities as well as to analyze the opinions of experts. Based on the results of comparative analysis, the opportunities included rural location, natural environment, competition, social capital and access to communications and infrastructures; in addition, the challenges included government financing, employee integrity, social relationships, market constraints and unskilled labors.
