ارزیابی طرح‌های اشتغال‌زایی کمیته امداد امام خمینی (ره) با رویکرد توان‌افزایی (سه روستای چمن سلطان، دوزان و سنگ سفید ارامنه در شهرستان الیگودرز)

یکی از عوامل موثر بر پیدایش فقر و محرومیت روستاییان در برخی مناطق کشور، نبود امکانات مناسب برای اشتغال آنها است. سازمان‌های متعددی توجهی ویژه به روستاییان داشته‌اند و در جهت رفع مشکلات آنها طرح‌های متعددی را اجرا کرده‌اند. کمیته امداد امام خمینی (ره) به عنوان یک سازمان حمایتی، یکی از آنهاست که اقداماتی در این زمینه انجام می‌دهد. هدف پژوهش حاضر ارزیابی طرح‌های اشتغال‌زایی کمیته امداد امام خمینی (ره) و بررسی ضعف‌ها و قوت‌های آن است. در این تحقیق با 20 نفر از مددجویانی که طی سال‌های 1395-1398 از کمیته امداد امام خمینی (ره) وام اشتغال‌زایی دریافت کرده‌اند و دو نفر از مسئولان کمیته امداد مصاحبه‌های نیمه سازمان یافته برگزار شد. طرح اشتغال‌زایی کمیته امداد امام خمینی (ره) برای اکثر افراد مورد مطالعه در پژوهش رضایت‌بخش بوده است. این طرح به بهبود درآمد مددجویان نسبت به قبل از دریافت وام اشتغال‌زایی، ایجاد اشتغال، کاهش مهاجرت فصلی از روستا به شهر، و... منجر شده است. کم بودن بهره وام و بیمه کردن دام نیز از مزایای دیگر آن است. روستاییان ضعف‌هایی نیز برای این طرح بیان کردند، از جمله عدم کفایت وام، طولانی بودن فرایند دریافت وام، دشوار بودن شرایط دریافت وام، زمان‌بندی نامناسب بازپرداخت اقساط وام، نبود راه‌حل در زمان ضرر و زیان روستاییان و... که ضرورت دارد مورد توجه قرار گیرد.

assessment of employment creation plans of imam khomeini relief foundation with empowerment approach(three villages: chaman soltan, duzan and aramaneh sang e- sefid of aligudarz county)

one of the factors affecting poverty and deprivation of villagers in some regions of the country is the lack of suitable facilities for their employment. many organizations have paid special attention to the villagers and have implemented many plans to solve their problems. the imam khomeini relief foundation, as a support organization, is one of them that takes measures in this field. the purpose of the current research is to assess the job creation plans of the imam khomeini relief foundation and examine its strengthes and weaknesses. in this research, semi-structured interviews were held with 20 of the people who received job creation loans from the foundation during 2015-2018 and two officials of the foundation. this job creation plan has been satisfactory for most of the people we studied. this plan has led to an improvement in their income compared to before receiving employment loans, creation of employment, reduction of seasonal migration from village to city, etc. low loan interest and livestock insurance are also its other advantages. the villagers also expressed some weaknesses for this plan, including insufficient loans, long process and difficult conditions for receiving loans, inappropriate timing for repayment the loan installments, lack of solution in the time of losses of villagers, etc., which are necessary to pay attention.
