نظم منطقه ای خاورمیانه؛ بستری برای تبیین سیاست امنیتی ج.ا.ایران

سیاست امنیتی دولت ها بر الگوهای نظم منطقه‌ای موثر بوده و از آن تاثیر پذیر است. پژوهش حاضر بدنبال ارائه تبیین نوینی از سیاست امنیتی ج.ا.ایران است. پرسش اصلی پژوهش این است که نظم منطقه ای خاورمیانه چه تاثیری بر سیاست امنیتی ایران داشته، این سیاست از چه نشانه ها و الگوهایی پیروی می کند؟ فرضیه پژوهش این است که نظم منطقه ای خاورمیانه مهمترین متغییر محیطی موثر بر سیاست امنیتی جمهوری اسلامی ایران است. الگوها و نشانه های راهبرد امنیتی ایران متاثر از ماهیت متحول ساختار امنیتی خاورمیانه خصلتی پویا دارد؛ در دهه نخست انقلاب و مشخصا در دوران جنگ ایران و عراق متاثر از تهدیدات محیطی و ابهامات امنیتی، مبتنی بر الگوهای دفاعی بود. پس از حمله آمریکا به عراق و شکل گیری نظم هژمونیک براساس نشانه‌هایی از انباشت قدرت تداوم یافت و در سال های بهار عربی و گسترش ژئوپلتیک تهدید معطوف به موازنه تهدید و تصاعد بحران بوده است. روش انجام پژوهش حاضر توصیفی - تحلیلی است

middle east regional order; a platform to explain the security policy of the islamic republic of iran

states’ security policy affect and influence patterns of regional order. the present study seeks to provide a new explanation of the security policy of the islamic republic of iran. the main question of the research is what effect has the regional order of the middle east had on iran’s security policy, what signs and patterns has this policy followed and what is its future? the middle east regional order is the most important environmental variable affecting the security policy of the islamic republic of iran. patterns and signs of iran’s security strategy are influenced by the changing nature of the middle east security structure; in the first decade of the revolution, and especially during the iran-iraq war, it was affected by environmental threats and security ambiguities, based on defense patterns. after the us invasion of iraq and the formation of a hegemonic order based on signs of accumulation of power continued, and in the years of the arab spring and the expansion of geopolitics, the threat was focused on the balance of threat and the escalation of the crisis. the future of this relationship is influenced by the pattern of action of actors who define their goals based on trends of stability and cooperation or insecurity and conflict.
