تحلیل محتوای بیانیه‌های اجلاس سران شورای همکاری خلیج فارس

شورای همکاری خلیج فارس در سال 1981 با حضور شش کشور حاشیه جنوبی خلیج فارس اعلام موجودیت نمود. از ابتدای تشکیل شورا 41 اجلاس سران برگزار گردیده که در پایان هر جلسه بیانیه‌ای سیاست‌ها و خط مشی شورا را تبیین نموده است. با توجه به جایگاه استراتژیک و اثرگذاری در جریانات مختلف منطقه‌ای، آگاهی از روند اقدامات و تصمیمات اتخاذ شده شورا اهمیت بالایی در تببین راهبردهای کشورهای عضو شورا دارد. در این پژوهش این مسئله موردبررسی قرار می‌گیرد که در بیانیه‌های جلسات برگزار شده در سطح عالی، مهمترین موضوعات مطرح شده چه مواردی بوده و کدام مسائل در اولویت بالاتری برای شورا قرار داشته است؟ بدین منظور تمامی بیانیه‌های اجلاس سران از ابتدای تشکیل تاکنون مورد بررسی و تجزیه ‌و تحلیل قرار گرفته که با توجه به نتایج، سیاست خارجی، همکاری‌های داخلی و همچنین تعاملات استراتژیک با سایر کشورها به‌ویژه قدرت‌های جهانی اهمیت بالایی نزد اعضای شورا دارد. به‌طور کلی با بررسی عملکرد 4 دهه‌ای شورای همکاری نکته‌ای که بیش از هرچیز دیگری به چشم می‌آید دگردیسی در تعریف اهداف اعضاست به‌طوری که راهبرد معینی برای توسعه منطقه‌ای در این ائتلاف مشاهده نمی‌‌شود. از سوی دیگر خیزش‌های مردمی سال 2011 در جهان عرب، باعث توجه بیشتر این اتحادیه به اهداف امنیتی شده و به نظر می‌رسد با توجه به تداوم تنش‌های منطقه‌ای، در آینده نیز همچنان اهداف امنیتی دستور کار اصلی شورا باشد.

the persian gulf cooperation council announced its existence in 1981 with the presence of six countries on the southern border of the persian gulf. since the establishment of the council, 41 summits have been held, and at the end of each meeting, a statement has been made explaining the policies and policies of the council. considering the strategic position and influence in various regional trends, knowledge of the process of actions and decisions taken by the council is of great importance in explaining the strategies of the member countries of the council. in this research, it is investigated what were the most important issues raised in the statements of the meetings held at the highest level and which issues were given a higher priority for the council? for this purpose, all the statements of the summit have been reviewed and analyzed since the beginning of its formation, and according to the results, foreign policy, internal cooperation, as well as strategic interactions with other countries, especially world powers, are of great importance to the members of the council. in general, by examining the 4-decade performance of the cooperation council, one thing that stands out more than anything else is the transformation in the definition of the goals of the members, so that a definite strategy for regional development is not observed in this coalition. on the other hand, the popular uprisings of 2011 in the arab world caused this union to pay more attention to security goals, and it seems that due to the continuation of regional tensions, security goals will continue to be the main agenda of the council in the future.
