تحلیلی بر تشدید منازعات منطقه‌ای در دوران ابهام قطبیت ساختار سیستم بین‌الملل: مطالعه موردی غرب آسیا (1991-2019)

قطبیت، اشاره به توزیع قدرت در جامعه بین‌المللی و بنابراین توصیف ماهیت سیستم بین‌المللی دارد. مهم‌ترین بحث قطبیت، ارتباط بین قطبیت و ثبات سیستم بین‌الملل است. بدین‌ترتیب، قطبیت ساختار سیستم بین‌الملل و ارتباط آن با صلح و ثبات سیستم بین‌الملل و سیستم منطقه‌ای از مسائل مهم درخور پژوهش است. به دلیل اینکه قطبیت، جامع‌ترین و رایج‌ترین مفهوم در پارادایم رئالیستی است؛ بنابراین نگارنده درصدد کاربست نظریه رئالیسم ساختاری کنت والتز و یکی از بحث‌های اصلی آن یعنی توزیع قدرت یا قطبیت، برای تحلیل بی‌ثباتی و منازعه در غرب آسیا پس از ساختار دوقطبی دوره‌ جنگ سرد است. براساس نظرات کنت والتز در بحث توزیع قدرت و قطبیت، ساختار دوقطبی دوره‌ جنگ سرد، تا حدودی سیستم باثبات و صلح‌آمیزی را به ارمغان آورد؛ اما با پایان جنگ سرد و ساختار دوقطبی، غرب آسیا وارد موجی از منازعات متعدد اعم از منازعات بین دولتی، منازعات بین‌هویتی و منازعات میان دولت‌ها و گروه‌های غیردولتی شد؛ ازاین‌رو سوال اصلی این است که ساختار سیستم بین‌الملل چه تاثیری بر تشدید منازعات در منطقه‌ی غرب آسیا داشته است؟ نتایج پژوهش نشان می‌دهد که ابهام در قطب‌بندی ساختار سیستم بین‌الملل، عامل اصلی در شکل‌گیری بی‌ثباتی و منازعه در غرب آسیا است. در این مقاله روش پژوهش توصیفی تحلیلی و ابزار گردآوری داده‌ها کیفی است.

An Analysis of the Intensification of Regional Conflicts During the Ambiguity of Polarity of theStructure of International System: A Case Study of the West of Asia (19912019)

Polarity refers to the distribution of power in the international community and thus describes the nature of the international system. The most important debate of polarity is the relevance between polarity and stability of the international system and regional system. So the polarity of the structure of international system and its relevance to the peace and stability of the international system are important issues of research. Because polarity is the most comprehensive and common concept in the realist paradigm, so the author of the research attempts to apply the theory of Kenneth Waltz’s structural realism and one of his main arguments, the distribution of power, for analyzing the instability and conflict in the west of Asia, after the bipolar structure of the Cold War period. According to Kenneth Waltz’s views on the distribution of power and polarity, the bipolar structure of the Cold War period brought about a stable and peaceful system. But with the end of the Cold War and the bipolar structure, west of Asia entered a wave of various conflicts, including interstate conflicts, interidentity conflicts, and conflicts between states and nonstate groups.
