نظم بحرانی و پیامدهای راهبرد دیپلماسی دفاعی جمهوری اسلامی ایران

شناخت و درک درست از محیط بین المللی، در شکل دهی به سیاست های دفاعی و موفقیت در آنها، نقش بسزایی دارد. یکی از مواردی که می تواند به درک درست از محیط بین المللی کمک نماید، نظریه های ارائه‌شده در این خصوص است. «نظریه نظم بحرانی» ازجمله این نظریه هاست که در وصف دنیای پیچیده و آشفته امروزی مطرح شده است. در این پژوهش تلاش شده است پیامدهای راهبرد دیپلماسی دفاعی جمهوری اسلامی ایران در وضعیت نظم بحرانی مورد بررسی و تحلیل قرار گیرد. برای این کار، با استفاده از روش میدانی (مصاحبه) داده‌ها و اطلاعات جمع آوری و ازطریق کدگذاری باز و محوری، داده ها مورد تحلیل کیفی قرار گرفته اند. جامعه آماری این تحقیق شامل تعداد 22 نفر از استادان، صاحب نظران و پژوهشگران مربوط به حوزه پژوهش است که با استفاده از روش تعیین نمونه‌گیری زنجیره‌ای انتخاب شده اند. نتایج پژوهش نشان می دهد، چنانچه جمهوری اسلامی ایران، از دیپلماسی دفاعی به‌عنوان یک راهبرد نرم در عرصه سیاست های دفاعی، بهره گیری بهینه به‌عمل آورد، آثار و پیامدهای مثبتی را در سطح ملی و بین المللی برای خود به‌دست می ‌آورد و می تواند به حفظ تعادل نظام بین المللی کمک نماید. افزون‌براین، تحقق سیاست های دفاعی آسان‌تر خواهد شد و نشانه‌های آن را می‌توان در آرامش، بازدارندگی و امنیت در جامعه مشاهده کرد.

The Critical Order and the Consequences of the Islamic Republic of Iran’s Defense Diplomacy

A proper appreciation and understanding of the international environment plays an important role in shaping defense policies and bringing them to success. One of the cases that can contribute to proper understanding of the international environment is the theories presented in this regard. The critical order theory is one of those theories that are being put forward to describe today’s complex and turbulent world. This study attempts to analyze the consequences of I.R.I’s defense diplomacy strategy in a critical order situation. For this purpose, the data were collected using field method (interview), which were analyzed qualitatively through open and axial coding. The statistical population of this study consisted of 22 professors, experts and researchers in the field of research who were selected by snowball sampling method. The results show that if the Islamic Republic of Iran leverages defense diplomacy as a soft strategy when pursuing defense policies, it will achieve positive effects at national, regional and international levels, hence being able to contribute to the preservation of the balance and order in the international system. In addition, it would facilitate the implementation of defense policies, the signs of which can be observed in peace, deterrence and security in the society.
