بنیان‌های ژئوپولیتیک و ظرفیت‌ها و چالش‌ها در سیاست ائتلاف ایران با کشورهای منطقه امریکای لاتین

توسعه ارتباطات سیاسی، اقتصادی، فرهنگی و... با کشورهای منطقه امریکایی لاتین در دو دهه گذشته ازجمله رویکردهای مهم در سیاست خارجی جمهوری اسلامی ایران بوده است. دراین‌میان، آنچه اهمیت دارد، تبیین و بهینه‌سازی الگوی رفتارى جمهوری اسلامی ایران نسبت کشورهای امریکای لاتین درراستای منافع ملی و متناسب با تحولات ساختاری نظام بین الملل می باشد. برهمین‌اساس، هدف اصلی این پژوهش؛ «تبیین بنیان‌های ژئوپولیتیک، ترسیم وضعیت کنونی و ظرفیت ها و چالش های آتی سیاست ائتلاف جمهوری اسلامی با منطقه امریکای لاتین» است. لذا در این پژوهش که از نوع توصیفی تحلیلی با جمع‌آوری داده‌های کتابخانه‌ای است، تلاش شد به این پرسش اصلی پاسخ داده شود که «سیاست ائتلاف در رویکرد جمهوری اسلامی ایران به منطقه امریکای لاتین واجد چه مشخصه‌هایی است؟» در پاسخ، ضمن طرح سوالات فرعی و با بهره‌گیری از مبانی نظری مبتنی‌بر «عمق راهبردی» و «موازنه نرم»، این فرضیه اصلی ارائه می‌شود که «سیاست خارجی جمهوری اسلامی ایران درقبال منطقه امریکای لاتین مبتنی‌بر سیاست ائتلاف با تاکید توامان بر هویت ارزشی و ضرورت‌های افزایش منزلت ژئوپولیتیک جهت مقابله با نظام هژمونیک تبیین می‌شود». این سیاست ائتلاف شامل مولفه‌های: هنجارمحوری، فرصت‌انگاری، توسعه عمق راهبردی و منفعت‌محوری است. برهمین‌اساس نیز ایران در سطوح و ابعاد مختلف سیاسی، فرهنگی، اقتصادی و... باید لحاظ‌داشتن ظرفیت‌های امریکای لاتین و چالش های موجود (آنچنان‌که در متن پژوهش تشریح شده است) سیاست ائتلاف را درپیش گیرد.

The Geopolitical Foundations, Capacities and Challenges in Iran’s Policy of Alliance with the Countries of Latin America

The development of political, economic, cultural etc relations with the countries of Latin America during the two recent decades has been among the important approaches in the foreign policy of the Islamic republic of Iran. It follows that what matters is the explanation and rationalization of the behavioral pattern of the Islamic Republic of Iran in dealing with the countries of Latin America in accordance with national interests and in line with the structural developments of the international order. Accordingly, The present research aims to explain the political foundations, and delineate the existing situation, as well as the future capacities and challenges the Islamic Republic of Iran will face in its policy of establishing alliances with Latin America region. So, this research, which employs an analyticaldescriptive method by gathering library data, tries to answer this question: What characterizes the policy of alliance in the Islamic Republic of Iran’s approach to Latin America region? To answer this question, while raising a series of subquestions and using theoretical basics based on strategic depth and soft balance, this main hypothesis was raised: the foreign policy of the Islamic Republic of Iran towards Latin America is explained based on the policy of alliance with simultaneous emphasis on the valuebased identity and on the requirements for enhancing the geopolitical status for countering the hegemonic regime. This policy of alliance includes norm orientedness, opportunism, developing the strategic depth, and profitorientedness By the same token, Iran should adopt the policy of alliance at different political, cultural, economic and...levels by considering the capacities, Latin America and the existing challenges.
